The Broward County Board of County Commissioners is seeking qualified candidates for a Purchasing Manager position for one sourcing section in the Purchasing Division: Operations (for variety of commodity and service procurements, such as food, furniture, materials and supplies).

The Broward County Purchasing Division is responsible for:

• Creating and issuing solicitations
• Vendor selection
• Negotiations
• Award
• Contract Management
• Reporting
• Disposal of surplus property, and
• Logistic / resource management support for emergencies

The Broward County Purchasing Division has been nationally recognized, receiving the National Institute of Government Procurement's Outstanding Agency Accreditation Award (OA4), and the National Procurement Institute's Achievement of Excellence in Procurement Award. Additionally, it has received the Florida Association of Public Procurement Officials, Inc. (FAPPO) Award of Excellence in Public Procurement.

The Purchasing Manager position is a key role in the Division, procuring the goods and services required to operate and maintain the County's operations for all who live, learn, work and play in Broward County.

Broward County provides 11 paid holidays each year, as well as vacation (Annual Leave) of two weeks per year for Full – Time employees. Additionally, this position includes up to 40 hours of Job Basis Leave.

Administrative and supervisory work coordinating the procurement operations of the County's central purchasing system.

Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Requires a Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.

Requires six (6) years in a centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.

Master's Degree in relevant field

Certified Professional Public Buyer (CPPB)

Certified Public Purchasing Officer (CPPO)

Certified Procurement Professional (CPP)

Certified Project Management Professional (PMP)

Advanced experience in Government Procurements for Professional Services: Architectural & Engineering Services; Construction; Information Technology or any equivalent experience

1+ years of advanced experience using PeopleSoft modules.

Duties and Responsibilities:

Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control.

Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.

Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents.

Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority.

Actively participates in meetings at various levels regarding potential, planned and in progress projects.

Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management.
