Role: CONTRACT ANALYST II – 55011778 Anticipated Annual Hiring Salary: $59,179.90 (includes Competitive Area Differential). Annual Salary Range: $49,749.94 – $64,382.28 with an additional $1,248.00 Competitive Area Differential. Work You Will Do Contract Analyst II / District Four / Transportation Support Office / Procurement Services. This position will prepare and post project advertisements, coordinate with Project Managers to determine appropriate work types to be advertised based on the Scope of Services document, keep Technical Review Committee (TRC) members appraised of schedule and meeting changes, review Letters of Response and Technical Proposals for responsiveness and verify that consultants meet minimum technical qualification requirements, and analyze and prepare contract amendments. The position is vital in ensuring we achieve the agency’s mission. Responsibilities Prepares project schedule and reviews procurement activities as necessary. Provides guidance to Department personnel concerning established procurement processes and policies. Prepares and posts advertisements and ensures compliance with applicable procedures. Keeps TRC apprised of schedule changes and acquisition progress. Reviews Letters of Response and Technical Proposals for responsiveness and verifies consultant qualifications. Ensures compliance with Federal Brooks Act for professional services contract acquisitions. Prepares and issues the professional services Request for Proposal (RFP) to shortlisted consultant firms. Reviews TRC written recommendations to the selection committee to ensure procedural conformity. Prepares longlist, shortlist, and final selection packages for the Selection Committee. Combines and averages technical scores from all TRC members, and prepares ordinal matrices for the Selection Committee. Properly notifies shortlist and/or final ranking. Meets with consultants as necessary to address award questions. Reviews, evaluates, and analyzes consultant audit package submittals. Audits fee proposals and performs cost analysis. Ensures costs are fair, competitive, and reasonable per Federal law (23 CFR 172) and State law (section 287.055, F.S.). Performs comparative analysis of partially burdened rates versus the Consultant Wage Rate Averages Report by Job Classification. Makes recommendation of operating margin based on quartile values. Negotiates published fee schedule rates and determines if a firm may use a published fee schedule. Reviews audit information to determine if a firm may use premium overtime. Ensures necessary federal, state, and Department certifications are obtained. Determines staff classification based on licensure, certification, and education, and reclassifies staff per Negotiation Handbook. Enters and maintains required information in FDOT FACTS, PSI, and other computer systems. Enters all required data into the Consultant Invoice Transmittal System (CITS) accurately and timely. Provides assistance and troubleshooting for consultants with invoicing issues. Prepares consultant agreements and all contract actions (original agreements, supplemental amendments, time extensions, certification of completion, etc.), ensuring all required contract language and compensation methods are included. Ensures proper budget is available and secures funds commitment/approval before execution of the agreement. Obtains proper authorization to proceed if adding non‑professional services firms. Performs cost analysis for amendments adding subconsultants. Validates rates for fairness, reasonableness, and competitiveness per federal and state law. Compiles procurement‑related data. Schedules conference facilities and represents the Procurement Services Unit in procurement‑related meetings. Schedules and facilitates public meetings and debriefing meetings as required. Ensures agendas for all public meetings are followed and meetings comply with sections 286.0114 and 286.011, F.S. Facilitates oral presentations and consultant interviews in compliance with the RFP. Documents and maintains minutes for all public meetings. Knowledge Personal computer applications such as word processing, spreadsheets, and database applications. Skills Problem‑solving techniques. Reviewing documents for accuracy and completeness. Abilities Interpret procurement rules, procedures, statutes, and guidelines related to contracting. Communicate effectively and appropriately both verbally and in writing. Perform mathematical calculations. Understand and interpret documentation of payment information. Establish and maintain effective working relationships. Exercise independent judgment, complete assignments, and meet deadlines with minimal supervision. Understand and determine appropriate methods of compensation for professional services contracts. Research and analyze data. Minimum Qualifications Four (4) years of business experience. An associate’s degree from an accredited college or university may substitute for two years of the required experience. A bachelor’s degree from an accredited college or university may substitute for four years of the required experience. Certification as a Florida Certified Contract Manager (FCCM) or licensure as an Engineering Intern (E.I.) can substitute for two years of the required experience.
