Senior Operations Analyst

Responsibilities

Commander, Navy Regional Maintenance Center (CNRMC) is an Echelon III command (field activity) under PAE IO with a mission to deliver quality, cost-wise material readiness in support of U.S. Naval forces worldwide. CNRMC is responsible for coordinating the depot- and intermediate-level maintenance of the Navy's surface fleet, and for resourcing the requirements necessary to meet ship maintenance availability schedules.

Noblis MSD's requires a Senior Navy Maintenance and Modernization Analyst to support CNRMC C300 in the management, development, and oversight of Naval Surface Ship Maintenance Availability policy and process while also facilitating and coordinating PAE Industrial Operations (IO) and CNRMC acquisition and oversight of ship maintenance, repair, and overhaul in multiple ports with a focus on the Pacific, including, but not limited to, Singapore, South Korea, and Japan.

This position will enhance data generation, analysis, and decision support capabilities, supporting maintenance planning and execution oversight across the Surface Navy Enterprise. The Analyst will coordinate and align support between CNRMC, PAE IO (NAVSEA 21), and domestic and foreign ports and vendors to plan and execute surface ship maintenance and repairs. Candidate location is the Tidewater Area (vicinity of CNRMC, currently at CEP 200).

General responsibilities and tasking include:

• Monitor and report SRF-JRMC and other Pacific private shipyard operations, industrial processes, procedures, and programs and enact proven practices from other depot ship maintenance.

• Provide recommendations and support for current and potential Agreement for Boat Repair (ABR) and Master Ship Repair Agreement (MSRA) certifications for private ship repair activities in the Indo-Pacific Area of Responsibility (AOR).

• Support PAE IO and CNRMC for implementation and oversight of MOAs between the Navy and Foreign Maintenance Activities.

• Establish, strengthen, and grow relational networks with shipyards, repair facilities, and vendors in foreign ports in the Indo-Pacific AOR.

• Develop written policy drafts in support of developing Surface Maintenance guidance and requirements; update existing policies in support of updated higher guidance and initiatives.

• Establish and develop policy and process supporting CNRMC and NSA roles and responsibilities.

• Provide oversight of enterprise-wide process and policy alignment across RMCs with CNRMC requirements.

• Develop strategic initiatives and implementation plans throughout the Enterprise.

• Support the Waterfront Operations Community of Practice.

• Develop Program Objective Memorandum (POM) papers.

• Participate in program development from ideation to implementation.

• Serve as a pivotal resource for development and implementation of Surface Navy Maintenance and Modernization change management.

• Support Waterfront Operations in SRF-JRMC utilizing integrated data from Ship Maintenance Data Improvement Initiative (SMDII), Naval Data Environment (NDE), COSMOS, and other systems.

• Evaluate capability of the Navy's Regional Maintenance Centers contractual oversight, depot level maintenance, workforce, and logistics.

• Support Fleet Maintenance Activity Assessments (FMAA) on site to evaluate effectiveness of maintenance programs.

• Evaluate enterprise-wide data related to surface ship maintenance and modernization to provide analysis and presentations to senior staff.

• Interface with senior military and executive civilian Leadership.

This opportunity is a salaried position. Intermittent travel up to 25% CONUS and OCONUS, with an emphasis on Pacific ports and DC. Work is on Government Site with remote tasking as determined by the government (typically 1-3 days on gov site per week).

Required Qualifications

• Master's degree in relevant technical field and 8 years of relevant experience, or a bachelor's degree in a relevant technical field with 10 years of relevant experience, or associate's degree with 13 years of relevant experience, or high school diploma with 16 years of relevant experience.

• Must be a US Citizen.

• Must have an active Secret level clearance.

• Must be located in the Mid-Atlantic Region and capable of working from the CNRMC facility on Norfolk Naval Station when needed.

• Experience with briefing Senior Military Officers and Government Executives.

• High level of proficiency MS Office applications.

• Program Management skills including a high degree of Navy managerial experience, program organization, and administration.

• Demonstrated experience with performance reporting, contract activities, logistics, and budget management pertaining to surface ship systems.

• Participation and oversight of multiple ship repair projects in the Indo-Pacific AOR.

• Knowledge of COMUSFLTFORCOM INST 4790.3, Joint Fleet Maintenance Manual (JFMM), and the NMP-MOM 9090.310.

• Able to adjust hours and support work in multiple time zones in the INDO-Pacific region.

Candidate Should:

• Have an understanding and experience with C300 Waterfront operations at CNRMC or an RMC.

• Have significant knowledge and experience with Joint Fleet Maintenance Manual and the end-to-end maintenance process.

• Be familiar with Navy maintenance and modernization PAE IO/PAE Maritime/PAE Mission Systems operations and supporting commands.

• Be knowledgeable of CNRMC and maintenance and modernization strategic policy and process objectives.

• Have experience on U.S. Navy ships.

• Have RMC/NSA or Naval Shipyard experience.

• Be capable of analyzing complex maintenance data and translating it into actionable insights for leadership.

Desired Qualifications

• Engineering Duty Officer or Engineering Limited Duty Officer is a plus.

• Senior Navy leadership and command leadership (Division Head or above) positions are a plus.

• Leadership experience as a maintenance, repair, and overhaul expert in the Pacific Region preferred.

• Excellent verbal and written communication skills and ability to establish and maintain productive working relationships.

• Proven communications skills, ability to work with Senior Leadership, and ability to provide clear, concise briefings and reports.

• Experience with data integration platforms.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
