Behavioral Health Specialist III, IV - Honolulu District Administration

Description We are filling Behavioral Health Specialist positions to provide services to students in the Honolulu District. Authorized level is Behavioral Health Specialist IV; positions may also be filled at the IV level or, if necessary, at III. Salary Range All new external applicants will be placed at the initial step of the salary range, with potential promotions based on qualifications and needs. Behavioral Health Specialist III (SR‑20): $4,961.00 – $6,043.00 Behavioral Health Specialist IV (SR‑22): $5,588.00 – $6,283.00 Examples of Duties Assess, through established professional protocol, when and why an individual is engaging in problem behavior by collecting and reviewing the individual’s history through personal interviews, discussions with school personnel and others, and review of written records such as test results and reports regarding medical and social‑familial aspects and adaptive behavior. Develop an individualized behavior intervention/management plan focused on interrupting the development or continuation of problem behavior, including techniques, methods, strategies, crisis prevention and intervention services, lifestyle interventions, and long‑term maintenance of alternative skills. Work collaboratively with school personnel, employers, and other professionals involved in developing and implementing the behavior intervention/management plan. Conduct behavior management counseling and skill training sessions for individuals and groups to achieve behavior management goals, including sessions to improve attention span, communication, social, recreational, coping, anger management, problem solving and other functional daily living skills through verbal instruction, modeling, coaching, role‑playing, and other appropriate modalities. Conduct regular sessions with the individual and their family to improve family functioning and enable reasonable benefit from education, work, and other activities; assist the family to develop appropriate structure, parenting skills, child‑management techniques, and effective communication and problem solving. Advise school personnel and employers on appropriate techniques, methods and strategies to facilitate achievement of behavior intervention/management plan goals. Participate in integrating services to the individual in a variety of settings to the extent appropriate. Prepare and maintain assigned individual’s case records, correspondence, and other reports in accordance with established rules, policies, and procedures, including those regarding confidentiality. Minimum Qualifications Basic Education Requirements: Master’s degree from an accredited college or university with a major in counseling, marriage/family therapy, psychology, or social work. Note: If you will graduate within six (6) months of application from an accredited university and will meet the Education Requirement upon graduation, you must provide a letter attesting to this from your department chair or university, along with your most current official transcripts. The final official transcript showing receipt of the degree must be submitted upon graduation. Experience Requirements: No minimum for Level III. Level IV requires one (1) year of progressively responsible professional post‑Master’s experience providing counseling and/or therapy to individuals and/or their families, including assisting individuals with behavioral problems and providing counseling or guidance in complex situations. Driver’s License Requirement: Applicants must possess a current, valid driver’s license. Desirable Qualifications: Current National Certified Counselor credential from the National Board of Certified Counselors. Supplemental Information Salary is based on full‑time employment and includes shortage and school‑year differentials where applicable. Temporary assignments may be extended year to year, depending on funding and departmental needs. Documentation and application instructions are provided elsewhere. Flexible Spending Accounts: Eligible employees can reduce federal and state taxes through Island Flex, a tax‑saving benefit program for out‑of‑pocket health and dependent‐care expenses paid on a before‑tax basis. Retirement Plan: State contributions to a retirement plan for eligible employees, with eligibility based on service years and age. Tax Shelter Annuity (TSA): Eligible employees may participate in a tax‑sheltered annuity program. Deferred Compensation: Tax‑deferred retirement investment program with multiple investment options. Temporary Disability Insurance: Coverage for disability caused by a non‑work related injury or illness. Social Security: The State contributes to employees’ Social Security accounts. Workers’ Compensation: Medical expenses and partial wage support for work‑related injuries. Union & Collective Bargaining: Employees may join a union for collective bargaining, though service fees apply unless the job is excluded from bargaining. Benefits may vary by appointment type and collective‑bargaining agreements. Payday New employees can expect their first paycheck within the first three pay periods after their start date.
