Deputy Chief of Staff

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD supports New York City youth and their families by funding a wide range of high-quality youth and community development programs. The Office of the Chief of Staff/Executive Deputy Commissioner provides strategic and operational guidance, coordinates intra-agency projects, and is responsible for the administration, management, and oversight of all staff functions to support DYCD’s continuum of programs. Reporting to the Chief of Staff, and in coordination with all work units across the agency, the Deputy Chief of Staff will help to bridge leadership strategy with day-to-day execution. In this role, the Deputy will guide projects and identify opportunities to leverage cross-agency strengths and solve organizational challenges. Specific responsibilities include: Strategic Project Management: Support and guide Commissioner/Chief of Staff priority initiatives, large scale agency-wide and high-profile projects, often with an aggressive implementation timeline. Enhance Intra-Agency Synergy: Identify, solve and track critical inter-divisional issues, with a great focus on coordination, follow‑up, and ultimately improved staff productivity. Partner with internal teams to execute strategic initiatives and resolve operational bottlenecks. Workplace Culture: Together with the Chief of Staff, develop actionable strategies, tools and techniques that boost staff well‑being, cultivate staff engagement opportunities, drive smarter work practices, and reinforce a positive workplace culture of shared values and behaviors. Policies and Briefings: Coordinate the research, drafting, and review of policies critical to DYCD’s business goals. Synthesize complex information into actionable recommendations and draft critical memos, presentation materials, and background documents. Tracking and Accountability: Track high‑priority items, follow up on leadership decisions, and ensure deadlines are met. ADMINISTRATIVE MANAGER - 10025 Minimum Qualifications A baccalaureate degree from an accredited college and four years of satisfactory, full‑time progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full‑time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. A four‑year high school diploma or its educational equivalent and six years of satisfactory, full‑time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. Education and/or experience equivalent to “1”, “2” or “3” above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described above. Education above the high‑school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years. Preferred Skills The preferred candidate possesses strong analytical and organizational skills, and the ability to multitask and work collaboratively with all levels of staff, supervision and management. Knowledge, familiarity and comfort with New York City systems and practices are essential. The ideal candidate has experience in a leadership role, comfort with assessing and implementing policies and procedures, is highly organized and proactive while maintaining awareness of agendas, shifting priorities and confidential information. Further, the preferred candidate is a model of efficiency under pressure a no‑nonsense performer who can manage and drive change, and a fixer that gets the job done. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
