Site Security Manager, USARC DEERS/RAPIDS - (2407) Summary: Yorktown Systems Group is seeking a highly qualified Site Security Manager to provide administrative support services to the US Army Reserve Command (USARC) G-1, necessary for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). The USARC Command operates Identification Card Offices (ICOs) in multiple locations throughout the United States. The role involves ensuring authorized personnel have DoD Common Access Cards (CACs) and Uniformed Services Identification (USID) cards to access government facilities and secure systems. Responsibilities include operating issuance systems, maintaining DEERS/RAPIDS sites, and managing card issuance logistics. Responsibilities: Perform complex tasks, respond to routine questions regarding policy and procedures, provide guidance to VO/ID Card Operators, and report on time or attendance of other personnel. Support RAPIDS functions including: Ordering and managing CAC cardstock and consumables. Ensuring policy and procedure compliance. Maintaining site address information for RAPIDS Site Locator. Providing documentation and training. Installing new hardware components such as mice, fingerprint scanners, and smart card readers. Validating identities of individuals whose fingerprints cannot be captured. Overriding documents when a CAC recipient lacks proper identification. Using the automated card management system. Oversight of the ID Card Office Online system. Reviewing audit trail reports and monitoring fraud, waste, and abuse. Completing VO training. Provide administrative support during USID Card Office hours. Maintain accountability, control, verification, and issuance of USIDs and CACs for active duty, reserve, National Guard members, retirees, family members, dependents, and other eligible recipients. Process identification issuance requests and support badge issuance in accordance with DoD regulations and policy directives. Operate the USARC USID Card Issuance Systems to verify information and conduct background checks with 100% accuracy. Verify eligibility and discuss entitlements per DoD policy and RAPIDS Training Guide. Ensure all RAPIDS operators (VOs) are certified. Protect privacy and confidentiality of data on RAPIDS terminals. Data entry and document scanning for eligibility verification. Maintain DEERS/RAPIDS records accurately and timely. Operate DEERS RAPIDS equipment to support CAC statistics, hiring actions, and update electronic and paper filing systems. Required Qualifications: High school diploma (or equivalent) with at least one year of customer service experience, preferably in an HR-related position or with DEERS/ID card experience. Ability to perform various administrative tasks and exercise discretion. Proficient oral and written communication skills and working knowledge of Microsoft Word, Outlook, and basic office equipment (computers, copiers, fax machines, scanners). Successful completion of RAPIDS certification per PWS 1.16. Clearance: An Active SECRET Security Clearance is required for the Fort Bragg, NC location. All other positions must pass a National Agency Check with Inquiries (NACI) Tier 1 investigation and background check.
