Job Title: Site Safety and Health Officer (SSHO)

Job Summary:

The Site Safety and Health Officer (SSHO) is responsible for the preparation, implementation, enforcement, and administration of the Safety Program and Accident Prevention Plan (APP) for the MFSS MCLB Albany contract. The SSHO ensures compliance with federal, state, and local safety regulations, including 29 CFR 1926.16, and conducts required safety training to promote a safe work environment. This role involves planning, implementing, and supervising project safety, conducting inspections, investigating incidents, and ensuring subcontractor compliance with safety standards. The SSHO or a designated alternate must be on-site at all times during work hours.
Supervisory Responsibilities:
Duties/Responsibilities:

• Develop, implement, and enforce the Safety Program and Accident Prevention Plan (APP) in compliance with 29 CFR 1926.16 and other federal, state, and local regulations.
• Conduct safety training programs, including employee orientations, specific program training, weekly safety meetings, supervisor training, and accident awareness training.
• Perform regular safety surveys and inspections, prepare written reports of findings, and recommend corrective or preventive measures, ensuring follow-up implementation.
• Conduct post-accident investigations, document findings, and prepare reports identifying causes and hazards for use by company personnel and senior management.
• Collaborate with managers and supervisors to investigate and document property damage, personal injuries, safety violations, and unsafe conditions or activities.
• Work with managers to manage hazardous working conditions and eliminate unsafe employee activities.
• Recommend improvements in processes, designs, procedures, and operations to minimize potential hazards.
• Oversee workplace repairs, installations, and other activities that could impact employee safety.
• Develop, manage, and report on company-wide and site-specific safety programs and plans.
• Assist in developing and implementing safety policies and procedures in compliance with federal, state, and local statutory requirements.
• Prepare and present reports on accidents, violations, and their causes to the Safety Director and other stakeholders.
• Collect and maintain records of subcontractor Experience Modification Rates (EMR) and Days Away, Restricted, or Transferred (DART) ratings.
• Advise the Safety Director on safety compliance concerns and preventive actions.
• Ensure employee and subcontractor compliance with all safety policies, procedures, and job site safety rules.

Required Skills/Abilities:

• Proficient written and oral communication skills, with the ability to read, write, and comprehend instructional documents in English.
• Strong computer skills, proficient in Microsoft Office productivity suite.
• Ability to function effectively in a high-paced and occasionally stressful environment.
• Basic mathematical skills, including the ability to add, subtract, multiply, and divide using whole numbers, fractions, and decimals.
• Ability to compute rates, ratios, percentages, and interpret bar graphs.
• Ability to calculate figures such as proportions, percentages, area, circumference, and volume, applying concepts of introductory algebra and geometry.
• Thorough knowledge of health and safety laws, guidelines, and risk management principles.

Education and Experience:

• High school diploma or equivalent required.
• Completion of OSHA 30-hour construction safety class (or equivalent) required, with competency maintained through 24 hours of formal safety and health-related coursework every four years.
• At least five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size, scope, and complexity, or three years of experience if holding a Certified Safety Professional (CSP) designation or a safety and health degree.
• Preferred certifications: Certified Safety Professional (CSP), Safety Management Specialist (SMS), Safety Trained Supervisor (STS), Safety Trained Supervisor Construction (STSC), Certified Instructional Trainer (CIT), Construction Health and Safety Technician (CHST), Occupational Hygiene and Safety Technician (OHST), Associate Safety Professional (ASP), or similar accredited certifications.
• Certified in risk management and health/safety management.
• Completion of 40 Hour EM 385-1-1 Course required.
• OSHA 500 certification required.
• First Aid and CPR certification required.

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer.
• Prolonged periods of standing, bending, reaching, and working with hands during inspections or training.
• Ability to lift up to 50 pounds at times.
• Ability to stand, walk, and reach with arms and hands as necessary for safety inspections.
• Ability to hear and see to meet position and safety requirement levels.
• Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals.

Special Qualifications/Requirements:

• Must successfully pass a federal, state, or local government background investigation as required.
• Valid state driver's license required.
• First Aid and CPR certification required.
• OSHA 500 certification required.
• Completion of 40 Hour EM 385-1-1 Course required.
• Completion of 30 Hour OSHA Construction Course required.

Working Conditions:

• Primarily on-site at the MFSS MCLB Albany facility] during all work hours.
• May involve exposure to construction site conditions, including noise, dust, and varying weather conditions.
• Collaborative environment requiring coordination with project managers, supervisors, subcontractors, and government representatives.

Contractor Work Hours:

The Government's regular working hours are from 0700-1600, five days per week, Monday through Friday, except observed Federal holidays. Some additional work required beyond

Regular working hours as required to meet contract obligations.
