INVESTIGATOR V (NARCOTICS ENFORCEMENT DIVISION) - DOWNTOWN, OAHU

Salary: $6,221 to $7,568 per month (SR-24, Step D to I). Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. The Investigator V level plans, organizes, directs, and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., or conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned. The current vacancy positions are located in the N Arcotics Enforcement Division (NED), Office of the Deputy Director for the Department of Law Enforcement (DLE). These positions have been granted police enforcement powers to execute the duties and responsibilities in accordance with Chapter 353C-4, Hawaii Revised Statutes (HRS). These positions are responsible for the enforcement of the provisions of the Uniform Controlled Substance Act and the investigation of offenses of Part IV, Chapter 712, HRS, by conducting criminal investigations related to illicit drugs and clandestine laboratories which unlawfully manufacture controlled substances and precursor chemicals. The duties and responsibilities of this level include undercover activities using informants; gathering of evidence and ensuring its proper handling; case preparation; serving warrants; making arrests; providing assistance to the US Attorney, the Attorney General or City and County Prosecutors Offices in preparing cases for indictment and appearing in court as an expert witness; and preparing investigative reports for criminal prosecution. To qualify, you must meet all of the following requirements: Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education/Experience: Bachelor's degree from an accredited four-year college or university. Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrated: A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others. Quality of Experience: At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service. Investigator IV positions referenced above consist of the following types: A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area; B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations. Selective Certification Requirement (Narcotics Investigation and Enforcement Experience): In order to effectively perform these duties and responsibilities, applicants must possess demonstrated knowledge of procedures and practices pertinent to conducting criminal investigations; rules and procedures of legal evidence; interviewing and interrogation methods and techniques; search and seizure laws; laws of arrest; investigative report writing techniques; techniques and equipment used in surveillance; proper use of force, including deadly force; the penal code; and the ability to plan and effectively interview witnesses and interrogate suspects. In addition, applicants must possess demonstrated knowledge of and the ability to properly use firearms; and possess a certificate of completion from a formal law enforcement academy. Certification of Eligibles: Therefore, certification of eligibles for these positions shall be restricted to applicants who meet the minimum qualification requirements for the class Investigator V, AND: A. Meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition; B. Possess demonstrated knowledge of and ability to properly use firearms; C. Possess a certificate of completion from a formal law enforcement academy; D. Of the three and one-half (3-1/2) years of Specialized Experience required for the class Investigator V, applicants must possess TWO (2) years of professional experience which involved conducting narcotics investigations and enforcement actions on a statewide basis, including criminal investigations related to illicit drugs and clandestine laboratories which unlawfully manufacture controlled substances and precursor chemicals, the illegal diversion of controlled substances, etc. Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential. Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply. Special Requirements: These positions require that applicants meet all Federal and State requirements applicable to the carrying, possession and use of firearms and ammunition; and possess demonstrated knowledge of and ability to properly use firearms.
