Job Description and Duties

Under the general direction of a Supervising Transportation Engineer in the Division of Program and Project Management the Senior Transportation Engineer serves as Project Manager. The incumbent ensures the delivery of all assigned projects within scope, cost, schedule, and resources. The Senior Transportation Engineer is responsible for managing and facilitating the development and engineering administration of the project from inception through completion of the construction contract. The Senior Transportation Engineer will provide transportation engineering support to the Supervising Regional Project Manager for projects that are in the State Transportation Improvement Program (STIP), State Highway Operational and rotection Program (SHOPP), storm damage, seismic projects, minors, and other Capital Outlay funded projects. The incumbent will function as a liaison for any Transportation Engineering issues on behalf of Division of Program/Project Management. Regular and punctual attendance is required. As workloads shift and change, duties may be adjusted to perform other Senior Transportation Engineer (Specialist) tasks within the Division.

Working Conditions

Positions located at 111 Grand Ave Oakland, Alameda County

Multiple positions may be filled from this recruitment.

While at the District Office, employees will work in a climate-controlled office under artificial lighting. Due to periodic problems with heating and air conditioning, the building temperature may fluctuate. Most employees will work at workstations and within cubicles. Some overtime may be required and vacations may be restricted during peak times and fiscal year-end closing.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas. 

Special Requirements

• Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

• Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For all other ranges, a PE license is not required.

• The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Resumes and cover letters will not take the place of the SOQ. The SOQ must be typed, no more than two pages in length, and 12-point Arial font. In addition to the minimum qualifications listed above, the following position specific qualifications will be evaluated. Please attach to your application, a Statement of Qualifications which: must not exceed 2 pages in length; written in no less than 12 font; and, each evaluation criteria below should be addressed separately and in order.

  1. Demonstrated knowledge of project management, programming and change control process, including related education and training.

  2. Demonstrated ability to deliver projects and/or products on time and within scope and budget.

  3. Demonstrated ability to monitor/control capital and support costs.

  4. Demonstrated ability to assess and manage risks.

  5. Demonstrated ability to lead multi-disciplinary teams and build partnerships with internal and external partners.

  6. Demonstrated ability to communicate effectively both orally and in writing including presentations.
