The Opportunity MHA is seeking a dedicated and experienced Property Manager to oversee a 72-unit portfolio operating under LIHTC and HOME programs. This role is ideal for a detail-oriented professional who thrives in a compliance-driven environment and is passionate about affordable housing and community impact. - Guide applicants through LIHTC, HOME, and related program requirements, including income and asset verification
- Conduct applicant screenings and determine eligibility in accordance with federal, state, and local regulations
- Coordinate criminal background, credit, and reference checks
- Issue approval and denial notices in alignment with MHA policies
- Maintain compliance with all landlord/tenant laws and program requirements
- Promote strong curb appeal, cleanliness, and responsiveness to enhance resident satisfaction
- Build and maintain positive, professional relationships with residents, staff, and external partners
- Optimize property financial performance through rent collection, expense control, and resident retention strategies
- Assist in the preparation and ongoing monitoring of the annual operating budget
- Oversee and track contracted services to ensure quality and cost-effectiveness
- Prepare monthly, quarterly, and annual reports for the Director of Asset Management and CFO
- Ensure adherence to LIHTC, HOME, HUD, and other regulatory standards
- Conduct annual recertifications and coordinate inspections
- Maintain complete, accurate, and audit-ready tenant files and documentation
- Collaborate with maintenance staff to prioritize and manage work orders, repairs, and long-term capital improvements
- Support timely resolution of maintenance issues to preserve property condition and resident satisfaction
- Manage occupancy, rent collection, and lease compliance activities
- Address resident concerns, resolve conflicts, and investigate complaints
- Enforce lease terms, issuing violations or notices when necessary
- Oversee eviction processes for non-payment and for-cause cases in accordance with policy and law
- Process transfer requests and reasonable accommodation requests
- Connect residents with appropriate community resources and service providers
- Maintain clear, consistent communication with residents and community partners
- Contribute to broader organizational goals through teamwork and collaboration
- Perform other duties as assigned to support property success
- Current Property Manager License strongly preferred. Licensed candidates will receive strong consideration.
- Minimum 2 years of property management, affordable housing, or housing-related experience.
- Understanding of Fair Housing, Equal Opportunity, and nondiscrimination laws.
- Ability to interpret and apply complex regulations and policies with accuracy.
- Strong financial literacy, including budgeting and reporting.
- Excellent communication, customer service, and relationship-building skills.
- Proven ability to manage conflict, solve problems, and exercise sound judgment.
- Highly organized with strong attention to detail and recordkeeping accuracy.
- Comfortable working both independently and collaboratively.
- Strong knowledge of LIHTC, HOME, HUD programs, and regulatory compliance.
- Bachelor's degree in public administration, business, social work, or a related field (or equivalent experience).
- Experience in affordable housing or property management.
- Experience working with high-barrier populations, behavioral health challenges, or homelessness.
- Valid Montana Driver's License, insurable driving record, and access to a personal vehicle for local travel.

- The listed salary range reflects a starting point for this position. Final compensation will be determined based on experience, skills, and overall fit, with opportunities for growth over time.
