Wastewater Manager

Position Overview The City is seeking a Wastewater Manager to oversee the operation of the wastewater treatment facility and the wastewater collection system. The manager may represent the City on various boards or commissions related to wastewater issues and reports to the Utility Director. Responsibilities Plan and direct operation and maintenance of the wastewater treatment plant, pumping stations, and sewer mains, ensuring compliance with discharge requirements. Direct maintenance of the plant buildings, grounds, equipment, and installation of new facilities. Inspect, measure, and test sewer mains, manholes, lift stations, and construction for conformance with approved plans and specifications. Direct balling, rodding, and flushing of sewer mains. Conduct in‑service safety training and enforce safety practices for supervisors and employees. Maintain records of sewage treatment activities and sewer main maintenance. Prepare and submit annual budget estimates and supervise expenditures from the approved budget. Prepare and present staff reports for the City Council, boards, and commissions. Review applicant applications, maintain an eligibility list, and select personnel. Maintain payroll data and prepare annual, monthly, and special reports as required. Operate City vehicles and perform related work as required. Qualifications Education and Experience: Bachelor’s degree in a technical field related to wastewater treatment (engineering or natural science) and five (5) years of experience in activated sludge wastewater utility operations, including at least three (3) years in a management or supervisory capacity. Up to two (2) years of college coursework may substitute on a two‑for‑one basis. License Requirements Possession of a valid California driver’s license and California Wastewater Treatment Plant Operator certification. Possession of a Grade IV or V certification is highly desirable. Knowledge of Modern methods and applied theory used in activated sludge wastewater treatment processes, including interpretation of laboratory analysis procedures and application methods. Use of the plant Operation and Maintenance Manual for instruction and training of all operating plant personnel. OSHA safety practices associated with all wastewater activities. Principles of management, supervision, and training. Record‑keeping. Ability To Plan, organize, and direct wastewater treatment plant operations and sewer mains installation and maintenance activities. Develop and direct work schedules. Investigate ordinance violations and enforce laws effectively. Communicate effectively orally and in writing. Prepare budget estimates. Train personnel in plant operations and maintenance. Deal effectively with public and subordinate complaints. Understand and carry out oral and written instructions. Establish and maintain effective relationships with those contacted in the course of work. Respond effectively to emergency situations. Physical Requirements Strength: Medium work – lifting, carrying and/or pushing 50 pounds with frequent lifting and/or carrying of objects up to 25 pounds; occasional standing, walking, sitting, bending, stooping, crouching, crawling, pushing, pulling, gripping, grasping, reaching at, above, and below shoulder level; extending neck upward, downward, and side‑to‑side; fingering, typing; rare occasions of kneeling, climbing stairs and ladders. Vision: sufficient visual acuity for essential functions and average depth perception needed. Hearing: ability to hear and comprehend oral instructions and environmental noise. Mental/Psychological Requirements Work cooperatively and interact appropriately with the public; respond appropriately to criticism from supervisors; utilize complex reading, math, and writing skills; understand, remember, and carry out complex job instructions; respond quickly to changing priorities; communicate orally; work under pressure; meet deadlines; supervise and train other workers. Special Requirements Employees in this classification may be required to use respirators during routine duties or emergencies.
