ABOUT THE ROLE:

The Land Reuse Project Manager II is responsible for managing the selection, vetting, and preparation of property owned by the Detroit Land Bank Authority (DLBA) for disposition through the DLBA's marketing program. Additionally, the Land Reuse Project Manager II will support the team’s interagency coordination of land review areas, marketing phasing, and property transfers. This position will manage the marketing pipeline from site identification to sale, including land assembly and pre-development site work, and develop long range disposition strategies. The Land Reuse Project Manager II will work closely with DLBA departmental leadership, City of Detroit Departments, and other partners to support broader interagency and marketing initiatives.

• Manage the DLBA marketing pipeline, from property selection to sale, ensuring that properties move continuously and efficiently toward disposition and development.
• Assess DLBA inventory and prepare a consistent variety of sites to be marketed, including: single/multifamily residential structure rehab projects, landbased project sites, commercial structure rehab projects, and vacant land sites for residential, mixeduse, and commercial new construction projects.
• Coordinate the endtoend process for property sale preparation, including Advancing strategic acquisitions, overseeing parcel modifications, facilitating land assembly for development, coordinating inspections and property condition evaluations, ordering title work, ensuring the collection of necessary approvals, managing site phasing and listing distribution, and other roles as needed or directed.
• Coordinate DLBA inventory updates for interagency coordination including report building, information gathering, information distribution, and attending interagency meetings
• Build and maintain relationships with city officials to strengthen relationships with the Detroit Land Bank Authority
• Serve as a liaison to government officials and planning practitioners to formulate, develop, review, or address issues regarding land use, housing, real estate, and planning study areas
• Monitor the progress of properties under preparation for sale to identify, triage, and resolve issues, working closely with colleagues internally and externally as applicable.
• Interface with other DLBA departments, DLBA leadership, City Economic Development Offices, constituents, community groups, and other external partners and vendors to ensure the effective management of DLBA pipelines and response to inquiries.
• Manage projects pertaining the DLBA's property inventory, including, among other activities, the review and execution of corrective transfer cases.
• Prepare internal and external reports related to property and pipeline statuses, and provide updates to DLBA leadership, City partners, or external stakeholders as required.
• Accurately maintain, track, and update data surrounding marketing pipeline management, and develop new tools for managing data as needed.
• Facilitate opportunities for other staff to successfully participate in interagency coordination
• Coordinate and prepare transfers of property to and from other public agencies, including drafting board materials, gathering necessary approvals, and drafting, recording, and tracking deeds
• Learn and ensure compliance with DLBA policies, procedures, and guidelines
• Develop strategies to increase the disposition of DLBA owned properties and identify real estate development opportunities, through research, engagement, and site visits
• Interact with department personnel, managers, directors, neighborhood leaders, and city officials
• Ensure timelines and milestones for strategies based on DLBA and interagency prioritization
• Build tracking systems for new projects as they are developed
• Represent the DLBA in public engagement events
• Perform other duties as assigned by the Assistant Director and Land Reuse Manager
QUALIFICATIONS (Knowledge, Skills, Abilities):
• Indepth knowledge of Detroit communities and respect for diverse cultures/lifestyles.
• Bachelor's degree in public administration, urban planning, community development, business administration or a related field, or equivalent experience.
• At least two (4) years of interagency coordination and project management experience strongly preferred.
• At least four (4) years of experience in economic development, real estate, project management, planning, public administration or other related professions.
• Must have strong organizational, analytical, diagnostic, and problemsolving skills
• Strong organizational and timemanagement skills required
• Knowledge of Salesforce database, strongly preferred
• Strong written and oral communication skills are required
• Proven track record of working in a highly dynamic and fastpaced environment
• Ability to maintain a close attention to detail while working at high volumes.
• A selfstarter with the ability to handle multiple projects at any given time.
• Proficient in MS Office Suite of products (Word, Excel, Powerpoint, Access, Outlook).
• Possession of valid Michigan driver's license
PHYSICAL DEMANDS:

While performing the duties of this job, the candidate must be able to move up to 30 pounds floor to waist and pushing/pulling up to 30 pounds a distance of up to 100 feet. Must have ability to travel to and from various locations throughout the City of Detroit utilizing personal vehicle.
