Responsibilities Performs diagnostic, overhaul, rebuild and repair work on a variety of Material Handling Equipment (MHE) up to 70k lifting capacity, (gasoline, electric, and/or diesel) as well as heavy mobile industrial and combat/tactical equipment. Analyzes malfunctions and determines the extent of repairs necessary by visual and auditory examinations and by the use of a wide variety of test equipment. Rebuilds and repairs work including advanced hydraulic, pneumatic, and mechanical systems and controls. Diagnoses, rebuilds, or repairs electrical systems and subsystems and makes technical adjustments to complex machinery including engines, automatic and manual transmissions, gear reduction systems, driveline assemblies, and positioning systems. Interprets and applies manufacturers' repair manuals, technical specifications, schematics, and diagnostic codes. Troubleshoots intricate timing requirements and complex fuel injection systems. Selects and complies with appropriate repair procedures, researches parts in technical manuals, and fits and installs components like pistons, valves, and gears to precise tolerances. Requirements Conditions of Employment Qualifications Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Effort This position requires frequent bending, reaching, stretching, climbing, and crouching. The employee must handle objects weighing up to 40 pounds and apply similar effort when pushing, pulling, turning, and positioning parts, assemblies, equipment, and tools. Heavier items are to be lifted and moved with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. The work is often performed in tiring or uncomfortable positions for long periods. For example, the employee may work on top of or under vehicles in cramped or awkward positions and will perform strenuous tasks while standing, lying, or sitting. Working Conditions The employee works both inside and outside. Indoor work environments may include exposure to drafts, changing temperatures, and noise levels that make conversation difficult. When working outside, the employee may be exposed to inclement weather, including mud, snow, and wet or icy surfaces. The work typically involves handling parts and systems that are dirty, oily, or greasy, and there is frequent exposure to irritation from dust, heat, and fumes. This position presents a frequent risk of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. The employee may also be exposed to chemical burns and skin irritation from acids, fluids, and lubricants. The employee must follow all prescribed safety practices and consistently use personal protective equipment (PPE). Required PPE includes hearing protection, hard hats, hard-toe shoes, respirators, and protective clothing. It should be noted that some of this equipment may be uncomfortable to wear and may be required for long periods. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
