Job Description and Duties

Under the direction of the Chief, Human Resources (Supervisor II), the Supervisor I is responsible for Labor Relations, Classification & Pay, Examination and Performance Management functions within the Human Resources (HR). The incumbent directs the activities of the above programs, oversees the development of work standards, monitors the attainment of those standards, and establishes consistent work processes. The Supervisor I demonstrates and encourages staff to maintain a positive attitude and commitment to providing quality service that is accurate, timely and exceeds customer expectations. The incumbent is a working level supervisor and will perform the most complex and sensitive tasks.

Leave Program (PLP) 2025 agreement:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit. Working Conditions

The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.

This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and experience with Classification and Pay laws, rules and processes, and demonstrated ability to implement related quality assurance and compliance processes

• Knowledge of and experience using CalHR’s ECOS system

• Knowledge and experience with Labor Relations

• Knowledge and experience with Performance Management, progressive discipline and drafting of rejections during probation and adverse actions

• Knowledge & experience of the civil service recruitment and exam certification process, including job analyses, interpreting MQ’s and merit appeals

• Excellent interpersonal skills; personable and tactful in dealing with a variety of circumstances and individuals

• Ability to organize and establish workload priorities and work well under pressure

• Ability to exercise initiative and flexibility

• Dependable, punctual, with an excellent attendance record

• Knowledgeable of modern office methods and equipment, including experience with personal computers utilizing Microsoft Outlook, Word, Excel, PowerPoint, etc.

• Experience preparing and conducting HR related trainings

* Experience working with Control Agencies (e.g., SCO, CalHR, SPB, CalPERS, DGS, etc.)

* Experience working in a lead capacity or directing the work of others

* Experience working with management to resolve complex personnel-related issues

• Strong writing skills
