Financial Management Analyst

Summary

Duties

• You will perform analyses and support functions in the preparation of budget estimates and financial plans that advance organizational programs and activities.
• You will review budget submissions for accuracy completeness and compliance with established regulations and guidance.
• You will ensure that all actions are documented and traceable to support future audits and reviews.
• You will prepare timely accurate and audit ready financial reports reflecting the status of organizational resources.
• You will manage tasks related to accounting systems payroll operations cash control and benefit programs.

• Within the Department of Defense (DoD) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training obtain and maintain a government credit card for travel and travel-related purchases.
• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012 Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position is subject to work an uncommon tour including nights weekends and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying budgetary accounting and financial policies procedures and regulations; utilizing financial management systems automation and analytical tools to execute and monitor financial activities to improve the efficiency accuracy compliance and audit readiness of financial operations and reporting.

GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with the interpretation and application of budgetary accounting and financial policies procedures and regulations; supporting the use of financial management systems automation and analytical tools to process track and monitor financial activities; and assisting with maintaining accurate compliant and audit-ready financial records and reports.

Education

In lieu of specialized experience you may qualify with the following education or combination of both education and experience:

GS-07:

• I have successfully completed 1 full year of graduate level education

OR

• Superior Academic Achievement

GS-09:

• I have successfully completed a Masters or equivalent graduate degree

OR

• I have successfully completed 2 full years of progressively higher level graduate education leading to such a degree

OR

• I have successfully completed LL.B. or J.D. if related to the position being filled.

This position is covered by the Department of Defense Priority Placement Program.

PCS is not authorized.

Incentives (e.g. recruitment relocation etc.) may be authorized.

A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.
