Physical Security Specialist

Summary This position is located in the Office of the Chief Administrative Officer (OCAO), Office of Administrative Services (OAS), Security Division. The incumbent provides support to the Director, Security Division, or other senior security specialists on a variety of matters that are critical to the security programs of the USPTO. The primary responsibility of the position is to implement USPTO physical security policies with an emphasis on electronic security systems. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. This position is perfect for you if: You thrive at conducting recurring surveys of USPTO offices and facilities to determine the need for additional or upgraded electronic security services and makes appropriate recommendations. Performs lifecycle management of electronic security equipment. You are committed to recommending and implementing countermeasures to protect USPTO personnel and property and at times, employs surveillance equipment in support of these investigations. You take pride in providing support to ensure that all Officers abide by the terms of the contract concerning electronic systems and conducts onsite inspections to ensure compliance in coordination with the COTR/Program Manager. You understand the importance of performing fingerprint checks on all applicants of the USPTO through USAccess. Updates the results of the fingerprints and upon favorable adjudication issues the required HSPD-12 credential. You enjoy serving a vital role in the HSPD-12 process as a role holder processing HSPD-12 cards. The Registrar is the individual responsible for enrollment, which includes identity proofing the applicant and collecting biographic information, a facial image, and fingerprints. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service: For this position, the next lower grade level is a GS- 07. Specialized experience for this position includes: Experience conducting administrative investigations and/or inquiries; Experience in reviewing law enforcement and security guard procedures and functions to ensure that required personnel are available and material controls are being properly enforced; Experience responding to emergencies and incidents in agency facilities; and Experience performing fingerprint checks and adjudicating results. Or Master's or equivalent graduate degree (if related); Or 2 full years of progressively higher-level graduate education leading to such a degree (if related); Or LL.B, LL.M., or J.D., Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
