PREA Coordinator

Position Summary:

The PREA (Prison Rape Elimination Act) Coordinator for St. Clair County Juvenile Detention Center is responsible for managing, implementing, and monitoring the facility's efforts to comply with the federal PREA standards. The Coordinator plays a key role in ensuring the safety, rights, and well-being of detained youth by promoting a facility culture that prevents, detects, and responds to sexual abuse and harassment.

Essential Duties and Responsibilities:

• Develop, implement, and oversee the facility's policies and procedures to ensure full compliance with PREA regulations specific to juvenile detention settings.
• Coordinate and lead PREA-related training for all facility staff, volunteers, and contractors.
• Ensure youth receive timely and age-appropriate education on their rights under PREA upon intake and regularly thereafter.
• Serve as the facility's lead contact for all PREA-related allegations, including coordinating immediate response protocols.
• Oversee and track all reports of sexual abuse and harassment and ensure prompt, thorough, and objective investigations in coordination with law enforcement, mental health, and medical personnel.
• Maintain accurate and confidential documentation and data for all PREA-related matters, including annual reports and audit materials.
• Conduct risk assessments and monitor for potential patterns or areas of concern to improve youth protection.
• Coordinate and prepare the facility for PREA audits and work closely with auditors during the process.
• Participate in multidisciplinary team meetings to address incident reviews, prevention strategies, and youth support services.
• Provide trauma-informed support and advocacy for youth involved in incidents of sexual abuse or harassment.
• Conduct regular reviews of video surveillance, staffing plans, and youth interviews to assess PREA compliance.
• Remain current on updates to PREA standards and best practices for youth protection.

Qualifications:

• High School Diploma or GED required; Bachelor's degree in criminal justice, psychology, social work, or related field strongly preferred.
• Minimum two (2) years of experience working in juvenile justice, corrections, child welfare, or a related setting.
• Working knowledge of PREA regulations, particularly as they relate to juvenile facilities.
• Strong investigative, documentation, and analytical skills.
• Ability to communicate effectively with youth, staff, families, and external agencies.
• Strong training and presentation skills with the ability to educate a diverse team.
• Demonstrated professionalism, discretion, and ethical judgment in handling sensitive matters.
• Must pass a criminal background check, child abuse registry check, and other screenings required by the detention center.

Work Environment and Conditions:

• Work is conducted within a secure juvenile detention facility.
• Interaction with detained youth, staff, and community partners is frequent.
• May require flexible scheduling including some evenings or emergency response duties.
• Occasional lifting, standing, or physical movement may be required during facility walkthroughs or emergency response.
