Job Summary This position is located in the Department of Health (DOH), HIV/AIDS, STD & TB Administration (HAHSTA)/ DC Health promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation's capital. The Supervisory Medical Officer actively fosters a culture of continuous quality improvement within the Department, ensuring that policies and procedures align with these values.
Major Duties and Responsibilities: This position provides senior medical leadership and subject matter expertise to support the vision, mission, and strategic objectives of DC Health. The incumbent serves as a trusted medical advisor, providing clinical consultation and guidance on health promotion, quality improvement, preventive services, and public health initiatives. Responsibilities include developing and implementing evidence-based policies and practices aimed at improving health outcomes and reducing health disparities. The role establishes program goals, develops operational plans, evaluates program effectiveness, and analyzes complex operational issues to identify root causes and implement corrective actions that enhance service delivery and public health impact. The position also oversees and directs multidisciplinary clinical and administrative teams, ensuring efficient and effective program operations. The incumbent collaborates with internal and external stakeholders, including government agencies, healthcare providers, community organizations, and public health partners, to promote continuity and coordination of services. By monitoring emerging public health trends and maintaining strong relationships with federal, state, and local public health leaders, the individual provides strategic guidance on critical and potentially controversial health issues. Additionally, the role represents the administration in public forums and professional organizations, anticipates operational challenges, and advises executive leadership on medical, clinical, and policy matters with significant public health implications. Qualifications & Education Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link) ; Association of American Medical Colleges(external link) ; Liaison Committee on Medical Education(external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link) , or an accrediting body recognized by the external at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licenses and Certifications Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Working Conditions / Environment Work is performed in an office and/or clinical setting. The incumbent will hold primary practice at the DC Health and Wellness Center. However, field work may occasionally be required during investigations. Field work may include locations throughout the District of Columbia at various times of day and/or night. Other Significant Facts Tour of Duty: Monday - Friday 8:15am - 4:45pm Area of Consideration: Open to the Public Promotion Potential: No Known Promotion Potential Duration of Appointment: MSS At-Will- This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time. This position has been designated as Protection Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying protection sensitive positions are subject to the following checks and tests: (a) Criminal background check; (b) Traffic record check (as applicable); (c) Pre-employment drug and alcohol test; (d) Reasonable suspicion drug and alcohol test; (e) Post-accident or incident drug and alcohol test; and (f) Return-to-duty and follow-up drug and alcohol test. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
