Position Overview
The Illinois Department of Public Health, Identified Offenders Program (IOP) seeks to hire a highly organized, energetic, and results-oriented individual to serve as an Executive 1. Under direction, this position performs coordinates fiscal operations of the Identified Offenders Program and Participates in the planning, development, and execution of operating procedures for the Identified Offenders Program and performs a variety of staff assignments, most of which are confidential, including preparation of reports and maintenance of facility and residents’ administrative records. The IOP mission is to improve safety within long-term care facilities by identifying individuals with a criminal conviction history and conducting a behavioral risk assessment to determine the potential risk those identified individuals pose to other patients, staff, and visitors. Essential Functions
- Under direction, coordinates fiscal operations of the Identified Offenders Program.
- Participates in the planning, development, and execution of operating procedures for the Identified Offenders Program and performs a variety of staff assignments, most of which are confidential, including preparation of reports and maintenance of facility and residents’ administrative records.
- Responsible for ensuring Illinois long term facility records are maintained and updated on a regular basis.
- Assists in maintaining the database for the IDPH Identified Offender Program.
- Completes onboarding documents for new staff and interns.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Two (2) years of experience utilizing an Identified Offender Management Information System or similar caseload database for compiling, uploading, reviewing, researching or creating highly confidential case files.
- Two (2) years of experience practicing the principles of governmental accounting, program budgeting, personnel, statistics, or procurement.
- Two (2) years of experience demonstrating the ability to develop, coordinate, or manage a small agency function program.
- Two (2) years of relevant budget and finance-related experience managing or processing invoices or reviewing fiscal reports to verify their accuracy in a public or business organization.
- Two (2) years of experience specifically working with and demonstrating intermediate proficiency utilizing Microsoft Excel.
- Two (2) years of experience working with long-term care facility criminal background screening processes and procedures.
- One (1) year of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures by demonstrating the ability to analyze administrative problems and adopt an effective course of action.
- One (1) year of experience utilizing MS Office Suite, including word processing, spreadsheets, databases, or email applications, as well as other software such as Adobe Acrobat, OneDrive, SharePoint, DocuSign, or Move It, for communication, data tracking, and developing and maintaining reports.
Conditions of Employment

As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
