Senior Technical Business Analyst

Job Title Senior Technical Business Analyst – Agency 290, Security Commission, Project Management (OESC) Location & Eligibility Oklahoma City, OK. Must reside in Oklahoma and report to Will Rogers Memorial Office Building. Must be authorized to work in the U.S.; no visa sponsorship. Employment Type Full time, Regular. Primary working hours: M–F, 8 a.m.–5 p.m. Compensation Salary commensurate upon education and experience. Key Responsibilities Gather, understand, and visualize data; develop strategies; design and implement dashboards and reporting tools; facilitate data‑driven decisions; apply predictive modeling and statistical analysis techniques to forecast trends using Business Intelligence platforms. Analyze business processes and underlying systems, identifying risks and inefficiencies, and recommend technology‑based solutions. Develop and maintain system documentation, including Business and Functional Requirements, User Stories, and process maps. Work closely with business unit teams to elicit, translate, and distill business vision into clear requirements; compile information for both business stakeholders and software developers. Build requirements and specifications for new functionality and enhancements; contribute new ideas based on industry experience. Recommend, facilitate, and collaborate on selection of technology solutions and options. Schedule and participate in project‑related meetings and work groups; set agendas, identify action items, and distribute meeting recaps. Prepare and facilitate standing project status meetings with assigned Agency Divisions. Serve dual role of Project Manager and Business Analyst for projects of appropriate size/scope. Contribute to testing: create test scripts, coordinate/facilitate User Acceptance Testing, assist with Regression Testing; own/manage UAT including creation of test scripts; supplement functional, regression, and system testing as required. Own full test cycle on small projects. Build proficiency in applications supporting assigned Agency Divisions. Apply knowledge of public administration, process improvement, Lean, and change‑management principles; solve complex problems, prepare cost‑benefit analyses. Operate on‑site with direct interaction with staff, clients, and office resources. Minimum Qualifications Bachelor’s degree and four (4) years of professional‑level experience in business or public administration, data science, data analysis, or similar; or equivalent combination substituting one (1) year of experience for each year of the required degree. Required Skills and Preferences Proficient with Microsoft Office (Outlook, Teams, SharePoint, Azure DevOps). Knowledge of data modeling, statistical analysis, predictive modeling, and Business Intelligence platforms; data manipulation languages (e.g., SQL). Preferred BI platform experience includes Microsoft Power BI, Tableau, or Qlik. Capable of lifting, carrying, and moving objects up to 25 pounds.
