Position Summary

The Director of Recovery Programs is the enterprise-wide leader for all counseling and recovery programming, SUDP and peer, across every We Care Daily Clinics (WCDC) location in King and Pierce County. This role unifies clinical program standards and leads through direct reports: The Neighborhood Center Safety Team Members, SUDP Clinical Supervisors, the Peer Supervisors, and the Manager of Recovery Programs. It reports to the Care Community Leader in their capacity and works in close, dotted-line partnership with the Compliance and Privacy Officer, Clinic Administrators and the Medical Director to keep clinical programming, regulatory compliance, and medical oversight tightly aligned.

Key Responsibilities

Strategic Leadership & Program Oversight

• Set the vision, strategy, and clinical program standards for all counseling and recovery services, SUDP and peer, across every King & Pierce County clinic location.
• Provide direct leadership and oversight to SUDP Clinical Supervisors, the Peer Supervisor, and the Manager of Recovery Programs, ensuring consistent execution of clinical and program goals enterprise-wide.
• Partner with the Compliance and Privacy Officer to ensure clinical documentation, licensing, and regulatory standards, including 42 CFR Part 2 and ASAM criteria, are met across all locations.
• Partner with the Medical Director to align clinical programming with medical protocols and treatment standards.
• Serve as a point of contact for state licensing bodies, auditors, and payer partners on matters of clinical program quality, alongside the Compliance and Privacy Officer.
• Provide member care as needed when Counselors are unable to.

People Leadership

• Lead, coach, and develop SUDP Clinical Supervisors, the Peer Supervisor, and the Manager of Recovery Programs; conduct performance evaluations and support succession planning.
• Build leadership capacity across counseling and peer teams; ensure consistent people-management practices across every location.
• Own hiring, onboarding, and workforce-planning decisions for recovery programs leadership roles, including future SUDP Clinical Supervisor or Peer Supervisor positions as the organization grows.

Clinical & Peer Program Development

• Design and continuously improve clinical program models (e.g., contingency management, ASAM-aligned treatment planning) across all sites, delivered through the SUDP Clinical Supervisors.
• Oversee peer program design, the Neighborhood Center, and community-partnership programming delivered through the Peer Supervisor and Manager of Recovery Programs.
• Ensure caseload balancing, staffing ratios, and program workflows meet member-care and regulatory standards across locations.
• Champion evidence-based practice, treatment fidelity, and member-centered care across both the clinical and peer sides of the service line.

Cross-Functional Collaboration

• Partner with each site's Clinic Administrator to align clinical and peer service delivery with day-to-day clinic operations.
• Collaborate with the Manager of Member Services to ensure seamless handoffs between clinical, peer, and member-facing teams.
• Maintain a close working relationship with the Compliance and Privacy Officer and Medical Director, both of whom hold a dotted-line relationship to this role, to keep compliance and medical considerations embedded in program decisions.
• Represent Recovery Programs in executive leadership meetings and enterprise strategic planning.

Qualifications

Required

• Active Washington State clinical SUDP Supervisor credential in good standing, or an equivalent combination of licensure and multi-site behavioral health leadership experience.
• Minimum 5–7 years of progressive leadership experience in behavioral health, substance use treatment, or recovery services, including multi-site or regional oversight.
• Demonstrated experience leading through managers and supervisors (leading leaders), not solely individual contributors.
• Strong knowledge of WA DOH regulations, WAC 246-341, ASAM criteria, and OTP/behavioral health compliance standards, including 42 CFR Part 2.
• Bachelor's degree in Behavioral Health, Counseling, Social Work, Public Health, or a related field.

Preferred

• Master's degree in Behavioral Health, Counseling, Social Work, Public Health, or a related field.
• Experience in a multi-site healthcare or substance use recovery organization.
• Experience partnering closely with compliance, quality, or risk-management functions, and with medical leadership.
