Agricultural Services Coordinator (MA3) - OCDL / Hybrid

This is a full-time, permanent Agricultural Services Coordinator (MA3) position that is primarily telework with occasional need to work in the office. This position is Occasional Dual Language (OCDL), requiring the incumbent to be able to occasionally read and communicate effectively in person, via telephone and in writing in Spanish. The WorkSource Services Division (WSD) statewide Management Analyst 3 (MA3) Agricultural Services Coordinator improves the lives of migrant and seasonal farmworkers and supports WorkSource offices with farmworker recruitment, referral, and placement processes. This position leads efforts to streamline job placement, career development, and clearance order operations, ensuring timely follow-up and placement verification while safeguarding worker rights. Additionally, this position works closely with the Wagner-Peyser Program Operations team to enhance coordination and consistency across agricultural workforce programs. This position is the primary backup for all Wagner-Peyser PSS duties. As a trusted partner to the Wagner-Peyser Program Support Specialist they demonstrate agility in adapting to evolving program needs and serve as a backup for Wagner-Peyser duties. As the Agricultural Services Coordinator (MA3), you will help lead the Wagner-Peyser and Migrant and Seasonal Farmworker (MSFW) programs, and provide leadership and support to the WorkSource system, with a focus on helping more people enter secure careers. You will be a force for economic inclusion and equity, along with a team of like-minded professionals. You will use your strong customer service experience and problem-solving skills to track and communicate activities and job seeker outcomes through regular briefings, performance management, and reports, including using visual management tools. You will also assist with developing and updating procedures and policies and train staff as needed. You may also serve as a program representative on various internal teams, special projects, and initiatives and coordinate program services and resources. This role acts as a subject matter expert and program liaison and provides consultation to internal and external entities regarding the functions of the program. Some of what you’ll be doing: Provide program expertise, training, performance management, and technical assistance to WorkSource offices and the statewide Wagner-Peyser and MSFW programs. Lead teams and develop/promote processes that lead to the continuous improvement of service delivery to meet the needs of both the customer and the agency. Create and maintain program specific desk-aides, standard operating policies, procedures, and manuals to ensure compliance with all programmatic rules, regulations and laws. Review and interpret state and federal rules and regulations; inform staff of agency changes and adjustments; ensure policies and procedures are understood and followed; design and deliver related training to employees statewide. Assist Employment Service and Economic Inclusion Manager with oversight of program services to meet or exceed performance measures; assist with establishing measurable goals and expectations, initiatives, and indicators in support of the agency mission, vision, business goals, workforce and WorkSource system. Identify potential performance or operational problems, analyze and evaluate operating performance data, and provide management a set of options and recommendations. Qualifying candidates will meet one of the following criteria options: For all options below, you MUST be able to occasionally read and communicate effectively in person, via telephone and in writing in Spanish. Option 1: Seven (7) years of equivalent education/experience. Experience includes conducting research, analyzing policies, laws, rules or regulations. Option 2: Associates degree in business administration, public administration, law, public health, health administration, or a related field AND Five (5) five years of experience conducting research and analyzing policies, laws, rules or regulations. Option 3: Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field AND Three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations. Option 4: Comparable combination of graduate education and experience totaling seven (7) years. Required experience includes: Advisory Skills: Ability to provide professional and technical guidance. Analytical Expertise: Proficiency in evaluating complex, multi-dimensional issues. Process Improvement Expertise: Proficiency in streamlining and enhancing business processes. Strategic Thinking: Ability to align process changes with organizational goals. Analytical Skills: Ability to evaluate and resolve business issues. Reporting Expertise: Proficiency in creating reports and visuals to present findings. Training Development Skills: Ability to design and deliver operational training. Preferred/Desired Qualifications: Program Expertise: Knowledge of WorkSource, Wagner-Peyser, Migrant and Seasonal Farmworker (MSFW) programs, and/or related programs. Training and Design: Skill in designing, developing, and delivering statewide training using Human Centered Design (HCD) and Lean principles. Data and Analysis: Strong capability in conducting data-driven analysis, performance tracking, and preparing comprehensive stakeholder reports. Liaison & Networking: Public speaking and relationship-building skills to represent the Employment Security Department (ESD) with agricultural employers and community partners. Strategic Planning: Experience contributing to long-range planning, resource allocation, and consensus-based team management.
