The City of Oxnard's Finance Department is seeking its next Assistant Chief Financial Officer .

Job Overview

Assistant Chief Financial Officer (ACFO) assists in planning, directing, managing, and overseeing activities and operations within the Finance Department. Primary focus on budget preparation and tracking, financial reporting, process improvements, long‑term financial planning, cost‑of‑service analysis, debt issuance, cash flow forecasting, and customer service. Supports external vendor contracts and financial advisors, coordinates budgetary activities, and provides complex analytical support to the Chief Financial Officer. Oversees a staff of six FTEs.

Key Responsibilities

• Plan, direct, and manage Finance Department activities related to budgeting, accounting, and financial reporting.
• Prepare, monitor, and analyze budget and financial statements, ensuring compliance and accuracy.
• Lead process improvement initiatives in financial operations.
• Coordinate cost‑of‑service analyses and recommend utility rates to City Council.
• Support debt issuance and cash flow forecasting.
• Provide internal customer service and budget support to city departments.
• Supervise external vendor contracts and financial advisors.
• Provide complex analytical support to the Chief Financial Officer.
• Oversee staff of six FTEs and manage performance evaluations, training, and hiring.
• Monitor and enforce compliance with applicable regulations and policies.
• Develop and deliver presentations and reports to city officials and stakeholders.
• Assist in the analysis, development, and administration of the departmental budget.

Qualifications

Education: Bachelor’s degree in accounting, finance, or a field directly related to the assignment.

Experience: Four (4) years of progressively responsible related experience including significant management and supervisory experience.

Other Requirements: Must be able to speak and understand English.

Highly Desirable:

• Master’s degree in accounting or finance.
• Professional certifications relevant to the position.
• Prior experience in municipal finance, revenue administration, or public sector accounting.

Work Schedule

Normal workweek Monday through Thursday, 8:00 a.m.–6:00 p.m., and alternating Fridays 8:00 a.m.–5:00 p.m. Additional hours may be required.
