Venice Community Housing (“VCH”), a community-based, nonprofit organization, supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH believes that we must challenge the root causes of housing injustice and homelessness, and actively confront all forms of racism, in order to ensure equitable communities with access to healthy, safe, and affordable homes for all.
Currently, VCH owns and manages 340 units of affordable and supportive housing and is in a growth phase with over 500 units in predevelopment/construction stages. Our vision is that our compassionate approach to these solutions will serve as a model to other communities across the country.
The Regional Property and Asset Manager is the primary executor of property management and asset management operations within an assigned portfolio of VCH affordable housing properties. This role is responsible for the hands-on management of day-to-day operations, compliance, financial monitoring, leasing, and physical asset oversight across all properties in the portfolio. The Regional directly supervises Property Managers and Compliance staff, coordinates with the Maintenance team, and is the first line of problem-solving and accountability for on-site performance. The Regional Property and Asset Manager reports to the Director of Property and Asset Management or Co-Executive Director.
ESSENTIAL FUNCTIONS:
Property Management Operations:
- Manages the day-to-day operations of an assigned portfolio of affordable housing properties, ensuring compliance with all relevant governing agencies’ regulations and guidelines.
- Implements and maintains efficient property management systems, including rent collection, maintenance request tracking, vendor coordination, and resident communication.
- Represents VCH and interacts with tenants with the intent of solving problems, enforcing House Rules and Lease Agreements, and escalating unresolved community issues to the Director of Property and Asset Management.
- Conducts site visits at minimum twice per month per property to monitor operations, conduct inspections, coach on-site staff, and identify issues requiring attention or escalation.
- Maintains clear and consistent communication with Property Managers regarding housing objectives, budgets, lease-up, maintenance, rent collections, compliance deadlines, rent increases, and day-to-day operations.
- Provides coverage across the portfolio as needed when Property Managers are on leave or positions are temporarily vacant.
Leasing and New Lease-Ups:
- Oversees the leasing process for the assigned portfolio, ensuring application processing, applicant screenings, and lease signings occur timely.
- Develops and executes strategies to effectively market lease-ups and achieve maximum occupancy within specified timeframes.
- Coordinates with the Development & Communications team to create leasing campaigns and promotional materials for new properties.
- Prepares and coordinates with the Compliance Specialist and Sr. Property Manager to submit required lease-up documentation including affirmative fair housing marketing plans, tenant selection plans, and property management plans to city and state agencies.
Compliance and Regulatory Oversight:
Note: Compliance execution within each portfolio is structured based on team composition. In portfolios supported by a Compliance Specialist, the Regional oversees and is accountable for compliance outcomes while the Compliance Specialist executes the day-to-day compliance work. In portfolios where a Senior Property Manager and Assistant Property Manager team is in place, that team handles compliance execution directly. In either case, the Regional holds ultimate accountability for compliance performance across their portfolio.
- Holds the portfolio accountable for full compliance with HUD regulations, Tax Credit guidelines, TCAC requirements, and all other applicable affordable housing program requirements; serves as the escalation point for unresolved compliance issues.
- Oversees the annual recertification process across the portfolio, ensuring all recertifications are completed on time, in the correct sequence, and to the required standard; reviews status regularly and intervenes when timelines or quality are at risk.
- Reviews and approves move-in files, recertification files, and regulatory submissions before they are finalized, ensuring accuracy and completeness.
- Ensures AMI rent compliance is reviewed at every recertification and that any discrepancies are identified and corrected.
- Monitors recertification tracking across all units; holds the Compliance Specialist and Senior PM team accountable for maintaining current progress records and meeting the 30-day-prior-to-effective-date completion standard.
- Directs quarterly onsite compliance audits of all properties in the portfolio; reviews findings, approves corrective action plans, and tracks resolution.
- Reviews all required regulatory reports and submissions for accuracy before they go to TCAC, HUD, or other agencies; holds the team accountable for on-time, high-quality delivery.
- Ensures property-level policies and procedures stay current with regulatory changes; works with the Compliance Specialist or Senior PM to implement updates at the property level.
- Identifies compliance risks or performance gaps across the portfolio and escalates systemic issues to the Director of Property and Asset Management.
- Conducts compliance training for the portfolio; ensures quarterly training is delivered and that new staff receive compliance onboarding.
- Stays current with changes in federal, state, and local affordable housing program requirements; ensures those changes are translated into updated practices across the portfolio.
Financial and Asset Management:
- Prepares annual budgets and quarterly projections for each property in the assigned portfolio, in collaboration with the Director of Property and Asset Management and Finance team and property teams; monitors actual performance against budget on an ongoing basis.
- Tracks and manages building budgets to minimize cost and flag variances to the Director.
- Prepares accurate financial reports and forecasts for the Director of Property and Asset Management, highlighting variances and recommending corrective actions.
- Coordinates all required regulatory agency financial reports and government loan documentation for the portfolio on time and at high quality.
- Manages and completes annual Welfare Exemption applications for assigned properties in the portfolio.
- Monitors and documents the physical and financial condition of all assets in the portfolio; develops action plans and supports the implementation of physical needs assessments and capital improvement plans in coordination with the Maintenance team and Director.
Tenant Relations:
- Builds and maintains positive relationships with residents by addressing concerns, inquiries, and issues promptly and professionally.
- Implements resident retention strategies to enhance tenant satisfaction and reduce turnover.
- Works collaboratively with the Resident Services team to coordinate supportive services for residents, participating in integrated property management and social service meetings.
- Implements and upholds a Housing First, Trauma Informed approach in all tenant interactions, ensuring that eviction is always the last resort.
Maintenance and Vendor Coordination:
- Coordinates with the Maintenance team to ensure timely completion of work orders, unit turnovers, and preventive maintenance tasks across the portfolio.
- Maintains and updates the preferred vendor list for the portfolio in coordination with the Director of Property and Asset Management.
- Monitors the progress of vendors and outside contractors completing repairs and upgrades; escalates performance issues to the Director.
- Ensures Preventative Maintenance tasks are created and completed for all assets in the portfolio.
- Inspects building equipment per established specifications to confirm safe and reliable operation.
Staff Supervision and Development
- Directly supervises Property Managers and Compliance staff within the assigned portfolio, providing day-to-day guidance, coaching, and clear expectations.
- Conducts regular performance evaluations and implements development plans to build staff capabilities.
- Leads and mentors staff in property management, compliance, and asset management best practices, fostering a cohesive and high-performing team.
- Identifies training needs and coordinates with the Director of Property and Asset Management to access appropriate development resources.
Reporting and Documentation:
- Maintains accurate, current, and complete records, files, and documentation related to property management, leasing, compliance, and financial matters for the assigned portfolio.
- Generates regular reports for the Director of Property and Asset Management and external stakeholders as required.
- Other duties as required.
QUALIFICATIONS:
The Regional Property and Asset Manager will be an experienced hands-on professional with the following or equivalent experience and qualifications:
- Minimum of five years of experience in property management, with a proven track record managing affordable housing properties including HUD and Tax Credit (LIHTC) properties.
- Bachelor’s degree in Business Administration, Real Estate, Property Management, urban planning, real estate finance, public administration, or a related field; or equivalent work and/or lived experience.
- In-depth, working knowledge of HUD regulations, Tax Credit guidelines, and affordable housing compliance requirements, including TCAC, LAHD, HCD, and CDLAC; ability to execute compliance functions accurately and independently.
- Demonstrated experience with property budgets, variance analysis, and capital improvement plans; ability to prepare, monitor, and report on property operating budgets and financial statements for Tax Credit or similar affordable housing properties.
- Experience working with government loans and contracts in the field of affordable housing.
- Ability to read and understand legal, loan, and regulatory agreement documents.
- Understanding of the Housing First model for people experiencing chronic homelessness, mental illness, and substance use.
- Familiarity with fair housing laws and regulations.
- Strong property management software skills; RealPage experience a plus.
- Excellent communication, negotiation, and interpersonal skills; demonstrated cultural competence.
- Proven ability to supervise and develop a team; strong organizational and problem-solving skills with good judgment under pressure.
- Proficiency in financial management and budgeting.
- Highly organized and detail-oriented; able to independently manage multiple deadlines and competing priorities.
- Certification in property management (e.g., COS, TCS, CPM) is a plus.
- Proficient in Outlook, Excel, and Word.
- Valid California Driver’s License and proof of insurance, or reliable transportation to travel between sites.
- Must allow criminal and driving background checks.

PHYSICAL REQUIREMENTS:
Stationary position approximately 40% of the time; regular movement throughout the property including common areas, outdoor spaces, resident units, stairwells, and hallways. Operates standard office equipment (computer, phone, copier). Ability to lift up to 20 pounds. Visual acuity required for computer work, documentation, and driving. Must be comfortable working in environments where substance use activity may be present.
SALARY:
Salary ranges from $88,000 - $95,000. This is a full-time, exempt position. Benefits include medical, dental and life insurance, long-term disability, optional Aflac insurance and vision coverage, 403(b) retirement plan, professional development budget, vacation and sick time, 2 personal days, and 15 paid holidays. Some hybrid availability may be offered, as well as a modified work week scheduling allowing for an additional day off every 4 weeks.
