Venice Community Housing (“VCH”), a community-based, nonprofit organization, supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH believes that we must challenge the root causes of housing injustice and homelessness, and actively confront all forms of racism, in order to ensure equitable communities with access to healthy, safe, and affordable homes for all.

Currently, VCH owns and manages 340 units of affordable and supportive housing and is in a growth phase with over 500 units in predevelopment/construction stages. Our vision is that our compassionate approach to these solutions will serve as a model to other communities across the country.

The Director of Property and Asset Management is a senior leadership role responsible for the strategic oversight, performance, and long-term health of VCH’s entire affordable housing portfolio. The Director sets organizational standards, holds the team accountable for results, and serves as the primary escalation point for complex operational, financial, and regulatory issues.

Day-to-day execution is carried out by Regional Property and Asset Managers, who supervise Property Managers within their portfolios, by the Maintenance Supervisor, who manages maintenance operations across the portfolio, an Assistant Property and Asset Manager, and the Compliance Specialist. While the Director’s primary function is leadership and oversight, this position is expected to step in and perform hands-on operational work directly when any position is vacant on their team, during periods of high volume, or when performance issues require direct intervention. The Director is a member of the senior management team and reports to the Co-Executive Director.

ESSENTIAL FUNCTIONS:

Portfolio Oversight and Strategic Leadership:

• Sets and maintains organizational standards for property management operations, compliance, financial performance, and physical asset care across all VCH properties.
• Holds Regional Property and Asset Managers, Compliance Specialist, and the Maintenance Supervisor accountable for performance against established standards, deadlines, and regulatory requirements.
• Monitors portfolio-wide performance data — including occupancy, rent collections, compliance status, budget variances, work orders, and physical asset condition — and identifies trends requiring intervention or policy adjustment.
• Provides monthly reports to the Co-Executive Directors on portfolio performance, operational highlights, compliance status, and financial variances.
• Serves as the primary escalation point for unresolved property-level issues, regulatory concerns, funder relationships, and organizational risk.
• Ensures that all properties are managed, leased, and operated in full compliance with regulatory agreements, affordable housing guidelines, and VCH policies.
• Works with the Director of Operations to ensure that all Risk Management obligations are covered across the portfolio.

Financial and Asset Management:

• Oversees the preparation and monitoring of annual budgets and quarterly projections for each VCH property; reviews and approves budgets prepared by Regional Managers in collaboration with the Finance team.
• Holds the team accountable for timely, high-quality submission of all internal and regulatory agency budgets, financials, and government loan reports.
• Leads the annual rent increase review and implementation process across the portfolio, including analysis of allowable increases under applicable regulatory programs, coordination with Finance and Compliance, and timely communication to residents and regulatory agencies.
• Ensures annual Welfare Exemption applications are completed for all properties; works with the Assessor’s Office to resolve escalated issues concerning property welfare exemptions.
• Monitors the long-term physical and financial condition of all assets; directs the development of physical needs assessments and capital improvement plans in partnership with Regional Managers and the Maintenance Supervisor.
• Manages the requirements of all related VCH entities as ownership entities of specific properties.
• Develops or enhances internal systems to streamline data and organizational information that improves VCH timelines and processes.

Compliance and Regulatory Relations:

• Serves as VCH’s primary relationship manager with key regulatory and funding partners including TCAC, HUD, the Internal Revenue Service, LAHD, HCD, and other investors and regulators; ensures proactive communication and timely resolution of any compliance concerns at the portfolio level.
• Leads the development and implementation of organizational policies and procedures related to Tax Credit, HUD, LAHD, HCD, CDLAC, and all other applicable programs, in conjunction with the Finance Director.
• Reviews and approves regulatory submissions, lease-up documentation, and other required filings prepared by the Regional team to ensure accuracy and quality before submission to any agency.
• Monitors compliance performance across all portfolios; directs portfolio-level audits to identify systemic issues and holds Regional Managers accountable for timely resolution.
• Ensures the organization stays current with changes in federal, state, and local affordable housing program requirements; translates regulatory updates into policy and procedural adjustments for the team.
• Works with the Housing Development team to ensure that property management and compliance considerations are integrated into the design, development, and underwriting of new projects; reviews management agreements, management plans, initial operating budgets, and lease-up and marketing plans for all new projects.

Maintenance and Physical Asset Oversight:

• Oversees the Maintenance Supervisor and holds the maintenance team accountable for completing all repairs, unit turnovers, and preventive maintenance plans in a safe, timely manner and in accordance with applicable building codes.
• Reviews and approves cost controls, inventory procedures, and maintenance management tools developed by the Maintenance Supervisor.
• Approves the preferred vendor list and oversees vendor and contractor relationships at the portfolio level.

Staff Leadership and Development:

• Directly supervises Regional Property and Asset Managers, Compliance Specialist, and the Maintenance Supervisor; provides clear direction, regular feedback, and structured accountability for performance.
• Creates and implements staff training and leadership development frameworks for the full team; encourages and supports external training and professional development opportunities.
• Conducts regular performance evaluations for direct reports and guides Regional Managers in developing and implementing performance plans for their teams.
• Steps in to perform hands-on operational and compliance work directly when Regional positions are vacant or not performing at the required level, ensuring continuity of service and regulatory compliance across the portfolio.
• Works collaboratively with Resident Services to implement a Housing First, Trauma Informed model across all properties, and ensures that eviction is always the last possible resort.

QUALIFICATIONS:

The Director of Property and Asset Management will be an experienced leader with the following or equivalent experience and qualifications:

• Seven or more years of progressive experience in property management and/or asset management in affordable and supportive housing, including LIHTC and HUD programs; minimum of three years in a management or supervisory position.
• Bachelor’s degree in management, urban planning, real estate finance, public administration, accounting, or other related field; or equivalent work and/or lived experience.
• Demonstrated ability to lead and hold accountable a complex, multi-layered property management team while maintaining the technical expertise to perform operational work when needed.
• Thorough knowledge and understanding of federal, state, and local law as it applies to tenant and landlord relations, including fair housing laws.
• Strong technical knowledge of federal, state, and local affordable housing programs and regulatory requirements, including TCAC, HUD, LAHD, HCD, and CDLAC.
• Accounting and/or budget management experience; ability to review, analyze, and approve property operating budgets, budget variance reports, occupancy reports, income and expense statements, and financial statements for Tax Credit properties or similar affordable housing projects.
• Ability to read and understand legal, loan, and regulatory agreement documents.
• Experience managing funder and regulatory agency relationships in the field of affordable housing.
• Exceptional leadership, organizational, and communication skills; demonstrated cultural competence; able to work collaboratively across teams and with external partners.
• Excellent writing and verbal communication skills.
• Proficient in Outlook, Excel, and Word, as well as property management software; RealPage experience a plus.
• Ability to develop or enhance data and information systems to improve organizational efficiency.
• Must allow criminal and driving background checks, have a valid California driver’s license, and have access to reliable transportation to travel to off-site properties, meetings, trainings, and events.

PHYSICAL REQUIREMENTS:

• Stationary position approximately 60% of the time; regular movement throughout the property including common areas, outdoor spaces, resident units, stairwells, and hallways.
• Operates standard office equipment (computer, phone, copier).
• Ability to lift to 20 pounds.
• Visual acuity required for computer work, documentation, and driving.
• Must be comfortable working in environments where substance use activity may be present.

SALARY:

• Salary ranges from $120,000 - $150,000. This is a full-time, exempt position.
• Benefits include medical, dental and life insurance, long-term disability, optional Aflac insurance and vision coverage.
• 403(b) retirement plan, professional development budget, vacation and sick time, 2 personal days, and 15 paid holidays. Some hybrid availability may be offered, as well as a modified work week scheduling allowing for an additional day off every 4 weeks.
