Responsibilities The primary purpose of this position is: As an Enlisted Air Reserve Technician (ART) responsible for serving as the Transportation Specialist for the squadron. This position manages the full spectrum of transportation planning, operational execution, and administrative functions to include all personnel and logistics support programs. Additionally, this position is the unit's representative and subject matter expert on all transportation matters to guarantee mission readiness, operational capability, and rapid deployment of the Contingency Response Squadron. Additionally, it provides training to reservists in the accomplishment of tasks set forth herein. DUTY 1: Contingency response transportation operations DUTY 2: Operational Load planning and Cargo Inspections DUTY 3: Readiness, Exercise, and Inspection Program Management DUTY 4: Training Program Management DUTY 5: Personnel Management; Exercises supervisory personnel management responsibilities Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Aerial Port missions, practices, procedures, policies, guidelines, instructions, and requirements. OR EDUCATION: Successfully completed a Ph.D. or doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, with major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.. OR COMBINATION: A combination of doctorate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of peacetime and contingency transportation operations, including cargo capability forecasting, traffic management principles, and customs clearance procedures. Ability to direct end-to-end aircraft planning by integrating hands-on cargo inspection and quality assurance to ensure mission safety and maximize aircraft utilization. Ability to manage a comprehensive mission readiness program by designing and executing complex exercises and directing a rigorous self-inspection program. Knowledge of the entire training lifecycle required to certify personnel, enforce post-qualification currency, and build a fully mission-ready force. Ability to exercise direct leadership in a high-tempo environment, developing a combat-ready team by enforcing exacting performance standards and fostering a culture of disciplined initiative. Ability to develop, justify, and execute an operating budget, including forecasting future requirements to support exercise and contingency transportation operations. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. The incumbent must obtain and retain the appropriate security clearance level designated for the position. Drug Test Positions: This is a designated drug testing position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The incumbent may be required to fly in commercial or military aircraft to perform temporary duty assignments (TDY) away from the normal duty station. The incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands. Performs other related duties as assigned. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
