FINANCIAL MANAGEMENT SPECIALIST

Summary The primary purpose of this position is to serve as a financial administration specialist for the 80th Flying Training Wing and the Wing's execution of Euro-NATO Joint Jet Pilot Training (ENJJPT) Program performing financial administration functions involving auditing financial processes and the formulation, justification, and/or execution of budget/cost analysis. Determines and processes appropriate reimbursements from ENJJPT partners earned by the Wing in accordance with applicable guidelines. Responsibilities Performs budget formulation work involving review and preparation of budget estimates and financial plans. Reviews and analyzes budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions. Receives, reviews, and classifies complex transactions where guidelines lack specificity to requirements, circumstances, or problems and/or frequently change. Analyzes, determines and processes all reimbursement transactions earned by the Wing associated with the ENJJPT Program. Serves as the functional point of contact for day-to-day budget/financial issues. Works with budget office counterparts to obtain, monitor, and track organization's funds. Maintains, reconciles, and closes accounts involving a variety of transactions. Resolves complex problems encountered in maintaining, reconciling, and closing accounts where guidelines are not completely applicable to the work. Additional significant duties may include Civilian Personnel Liaison, Civilian Timekeeper and Wing Refueling Documents Control Officer (WRDCO). Accomplishes additional duties as assigned by supervisor. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes having the detailed knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area.; knowledge of the organizational structure and functions of the agency; detailed knowledge of budgeting policies, regulations, procedures, and administrative and financial management systems; and a basic knowledge of information technology software and hardware; Knowledge of DoD, USAF, and organizational policies, precedents, goals, objectives, and directives as applicable to several diversified and complex appropriations, obligations, and execution processes. Knowledge of the mission, functions, goals, objectives, work processes, and sources of funding of assigned activities to relate needs and accomplishments of the organization to anticipated and actual dollar figures in the budget; Knowledge of budget, accounting principles, and techniques to record and track financial data, and fund certification duties is necessary to certify the timeliness, scope, and availability of funds required to complete training projects and classes; Knowledge of the legal principles that govern financial transactions and relationships in government in order to independently analyze financial transactions, validate obligations, and determine necessary corrective actions within the language of public laws and DoD/ Air Force directives; knowledge of analytical skills and techniques is required to identify and correct problems; knowledge of automated data processing concepts and systems capabilities to accomplish, modify, or improve the reconciliation and analysis functions. The ability to apply substantial financial knowledge to advise commanders and managers on financial regulatory requirements and policies, data interpretations, and program status through analysis of appropriated and non-appropriated program operations; and knowledge of using desktop computer and office software to access, record, query, store, and recall data in various computer systems and files. OR EDUCATION: Applicant must have completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of generally accepted budget and accounting principles, practices, methods, and techniques to perform work assignments independently regarding financial transactions to include managing and processing reimbursements from the non-US ENJJPT partners; and Knowledge and application of DoD and USAF financial management systems including, but not limited to: General Accounting and Finance System Base Level (GAFS-BQ), Defense Enterprise Accounting and Management System (DEAMS), Comptroller Resources Information System (CRIS), Automated Business Services System (ABSS), Defense Travel System (DTS), etc. and understanding how to process, record, research, and correct financial transactions in diverse funding sources and appropriations. Knowledge and understanding of how to research and apply federal appropriation and fiscal laws, federal (DoD, USAF, etc.) regulations, and other regulatory and directive guidance to control and execute appropriated funding; AND Knowledge and ability to apply analytical methods and techniques to calculate costs, trend analyst, estimate requirements, and track and review financial data using a variety of worksheets, systems, and produce reports and briefings with recommendations as required supporting decision-making based on data analysis. Knowledge and application of standard desktop computer system (e.g. Microsoft Office and Web based applications) software used to record and store data, send and receive communications, and prepare financial worksheets, student reports, and financial ledgers; AND Knowledge and application to analyze, examine, and correct discrepancies in funds execution transactions and documents (hard copy and/or electronic), prepare financial and administrative reports, and determine if documents are accurate and complete prior to processing forward. Ability to participate effectively in meetings in order to advise decision makers on regulatory requirements, policies, interpretation of data, and program requirements; AND Ability and skills to communicate clearly and effectively, both orally and in writing, to direct information and guidance to financial and training program managers, training mission support technicians, and DFAS. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
