The Senior General or Operations Manager will serve as the Program Manager, providing strategic leadership and oversight for a multidisciplinary team supporting program management, business process improvement, communications, training, workforce modernization, and IT initiatives. This role involves stakeholder engagement, performance management, and ensuring compliance with federal policies.

Responsibilities:
- Serve as primary point of contact between the contractor and the Government.
- Provide strategic leadership and management of contract operations.
- Lead program planning, execution, monitoring, and reporting activities.
- Manage project schedules, deliverables, risks, and performance metrics.
- Conduct organizational and operational assessments.
- Facilitate executive meetings, working groups, and stakeholder engagements.
- Support enterprise transformation and organizational change initiatives.
- Oversee staffing, onboarding, retention, and succession planning efforts.
- Ensure compliance with DHS and USCG policies and procedures.
- Coordinate activities across program management, engineering, analytics, communications, and training teams.
- Develop executive briefings, status reports, and performance dashboards.
- Manage quality assurance and continuous improvement activities.
- Support mission readiness and workforce modernization initiatives.
- Bachelor's Degree in Business Administration, Management, Information Systems, Engineering, Public Administration, or related discipline.
- Minimum 10 years of relevant experience.
- Minimum 5 years supporting Federal Government programs.
- Experience leading large, complex program management or business transformation initiatives.
- Experience with workforce planning, organizational transformation, and talent acquisition operations.
- Experience implementing program management methodologies and governance frameworks.
- Experience managing multidisciplinary teams supporting federal agencies.
- Project Management Professional (PMP) Certification.
- DHS or USCG experience.
- Prosci Change Management Certification.
- Lean Six Sigma Green/Black Belt.
- Agile/Scrum Certification.
- Federal acquisition and program support experience.
- Microsoft Power Platform governance experience.
- Must ensure compliance with Department of Homeland Security (DHS) and United States Coast Guard (USCG) policies and procedures.
- Role requires coordination across multiple teams and engagement with federal government stakeholders.
- Position located in Washington, DC with limited approved remote support.
- Standard work schedule based in Washington, DC with limited remote work as approved.
