Duties

Help

Serving as a Instructional Systems Specialist GS-1750-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the eLearning and Evaluation Branch (EEB), eLearning and Training Analytics (ETA) Division under the Training Management Operations Directorate (TMO) and located in Glynco, Georgia.

The primary purpose of this position is to serve as a senior-level designer/developer/consultant and leader directly supporting analysis, design, development, implementation, and evaluation training initiatives.

Typical duties include:

  • Analyzing training needs, developing, delivering, and consulting on the curriculum for instructor-led training, online and hybrid training programs and evaluating the impact of training on job success and mission achievement.
  • Serving as liaison and interface to internal and external stakeholders, subject matter experts (SME), Participating Organizations (PO) and the world-wide community of authorized law enforcement/homeland security professionals.
  • Serving as the lead coordinator for an SME team, members of eLearning and blended-learning project teams, and evaluation, analysis, and research experts to develop and analyze learning goals and objectives for training programs.
  • Serving as a lead in the project oversight of training development, re-development, design and re-design, evaluation and analysis of training.

Specialized Experience:

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Leading the design, development, evaluation and lifecycle management of eLearning and instructor-led training products.; 2) Analyzing and evaluating training data and training programs to enhance instructional quality and learner outcomes.; 3) Collaborating with subject matter experts to ensure training materials and instructional products are accurate, relevant, and aligned with established learning goals and performance standards.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Physical Demands: There are a range of physical demands depending on the course demands. The work requires walking, standing, bending, or sitting that may be tiring or uncomfortable. There is the need to carry equipment and packages or containers. Travel to field locations to coordinate training activities may be involved.

Work Environment: The normal workplace is a classroom or office although some outside settings may be used. Appropriate safety practices will be utilized at all times. Safety gear will be used if needed. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site.

Pursuant to Executive Order 12564 and FLETC policy, FLETC is committed to maintaining a drug-free workplace and, therefore, conducts random and other drug testing of its employees in order to ensure a safe and healthy work environment. Headquarters personnel in safety- or security-sensitive positions are subject to random drug testing and all applicants tentatively selected for employment at FLETC are subject to drug testing resulting in a negative test result.

Education

Positions with Positive Education: In addition to the qualifications listed above, you must possess the following level of education by the closing date of this announcement:

Applicants must possess a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications; applicant's resumes and supporting documentation should only reflect education received from schools accredited by such institutions.
