Job Title: Superintendent of Schools for Florida Scholars Academy (FSA) Contract Type: Employee Annual Salary: $112,937.00 - $225,874.00 Location: FL - FSA Job Description Summary Our Mission is to equip students for success by developing and delivering highly effective digital learning through an intuitive online platform. Position General Summary The Superintendent of Schools for Florida Scholars Academy (FSA) leads the overall management and daily operations of the academy, providing strategic direction and oversight of educational services within residential facilities serving youth in the Florida Department of Juvenile Justice system. This role ensures the delivery of high‑quality academic, career, and technical education aligned to state standards, while continuously evolving and improving existing programs to meet the unique academic and behavioral needs of adjudicated youth. The Superintendent oversees blended and in‑person instructional models, integrating classroom instruction with online learning to increase access, flexibility, and student engagement. The Superintendent ensures compliance with all applicable laws, regulations, and policies related to K–12 education, special education, juvenile justice, and online learning. A central responsibility of this position is building and maintaining strong, collaborative relationships with external stakeholders, including the FSA Board of Trustees, Florida Department of Juvenile Justice leadership, and residential service providers, to ensure alignment, accountability, and coordinated support for student success. Essential Position Functions Oversee the operation of the FSA as a unified school district and component of the Florida public education system in accordance with legislative intent, state and federal laws, rules, and regulations. Implement an agreed upon curriculum and instructional model that includes in‑person direct and blended instruction in consultation with the Department and approved by the Board of Trustees. Design the Academy to meet the individual educational needs of all students. Prepare all contractual deliverables to be submitted to the Board of Trustees and the Department for approval. Prepare the annual district budget to be submitted to the Board of Trustees and provide funding amount recommendations based on the needs shown by the budget. Provide financial accounting and management services in alignment with state standards and policies for educational programs, to include coordination with the Florida Department of Education (FDOE) for reporting expenditures, student counts, teacher certification data, and all other required reporting to ensure compliance and access to other federal funds in support of the education program. Collaborate with the provider to ensure the maintenance of the custody and content of student records in a Student Information System (SIS) and ensure all data is reported accurately and in a timely manner. Oversee the distribution of all federal funds for which it is eligible pursuant to F.S. 985.619 (5)(a)2 and collaborate with the provider on how the funds may be utilized to support the needs of the education program. Oversee in coordination with the educational provider and residential providers, technology supports in coordination with the Department’s provision of internet services, at each of the Academy schools to support blended/online learning, industry credential examinations, state assessments, and other academic and administrative tasks. Act as liaison with IT to ensure the safety and security of the sites that students have access to. Monitor and analyze the academic progress and outcomes of youth and use data to make informed decisions about instructional strategies and interventions. Incorporate the use of student achievement data to determine whether students are making adequate progress and inform decisions about, and adjustments to, the educational program based on data. Lead the continuous improvement of curriculum, instruction, and assessment across in‑person and virtual learning environments, ensuring alignment with state standards. Implement and oversee Exceptional Student Education (ESE) services, academic counseling services and English Language Learner (ELL) support services, such as accommodations, counseling, tutoring, and career advising, to ensure students have the resources they need to succeed in the Academy and meet their individual transition/reentry goals. Develop and implement a plan to promote and encourage parental involvement in the FSA. Hire high‑quality teachers and support staff to ensure the effective delivery of instruction, student support services and special education services, with an estimated student‑to‑teacher ratio as agreed upon in writing by the Department per facility. Recruit support staff to provide accommodations outlined in student Individualized Education Program (IEP)/504 plans, ELL plans and support teachers throughout the Multi‑Tiered System of Supports (MTSS) process. Ensure seamless integration and equitable access to high‑quality instruction for both in‑person and virtual learners. Support the adoption of an instructional framework and implementation of a system of evaluation for each of its teachers that is aligned with state statutes and rules and provides each teacher with the support and professional development needed to ensure accelerated growth for students in reading and math achievement. Develop and implement standard operating procedures for educational services in case of disruptions, crises, or natural disasters. Review, analyze, and research legislative issues and prepare an analysis of the projected effect of any proposed legislation or action. Attend all regular meetings of the Board of Trustees, call special meetings when emergencies arise, and advise on policies and procedures under consideration. Attend and present at Department of Juvenile Justice and Florida Juvenile Justice Association meetings. Lead and manage assigned direct reports for continual improvement in efficiency and effectiveness of the group, as well as ensuring team members have access to professional growth within the organization. Oversee professional development for staff in effective virtual teaching methodologies and technology integration. Meet professional obligations through efficient work habits such as meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others. Minimum Requirements Education/Licensure/Certification: Master’s degree Valid Professional Florida Certificate in Educational Leadership and School Principal Experience: Six years demonstrated experience in supervision, training, and development of teachers. Administrative, counseling, and guidance services experience for at‑risk youth preferred. Knowledge, Skills, and Abilities (KSA's) Ability to work with and through people to establish goals, objectives, and action plans. Strong knowledge of online instructional strategies. Knowledge of school management, operation, and law. Knowledge of state curriculum guidelines and assessment. Possesses strong verbal and written communication skills. Possesses leadership and management experience. Strong organizational communication skills. Ability to develop others. Possess introspective and visionary skills. Ability to identify and analyze problems and make decisions. Strong interpersonal skills to relate well to others and respond to needs appropriately. Strong work ethic with the ability to multitask and meet aggressive deadlines. Ability to develop and implement principles, standards and related parameters to fully meet, or exceed the required performance standards for the function of the position. Competent in planning and executing small compute‑intensive projects. Physical Requirements and Environmental Conditions Frequency of travel: 80% of the job will require travel requiring overnight stays for site visits, trainings, conferences, and statewide meetings. Light physical activities and efforts required working in an office environment.
