Senior Manager Duties

As a Senior Manager you will:

• Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
• Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
• Oversee the revision of long range plans, goals and objectives for the work directed.
• Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
• Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
• Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

• Serves as a senior supervisory Program and Management Analyst with full delegated authority over assigned staff, providing executive-level leadership, direction, and decision-making in support of IRS Taxpayer Services programs with Service-wide impact. Leads a multidisciplinary team responsible for high-visibility, mission-critical initiatives affecting multiple business units, ensuring alignment with organizational priorities, regulatory requirements, and strategic objectives. Establishes and enforces performance standards; independently assigns, prioritizes, and adjusts work based on evolving program needs; and evaluates employee performance to ensure accountability, quality, and timeliness of results. Develops and implements comprehensive workforce plans addressing current and future program requirements, including succession planning, staffing strategies, and skills gap analysis.
• Creates and sustains a high-performing work environment by mentoring staff, fostering professional development, and promoting continuous learning aligned with organizational goals. Exercises full supervisory authority in addressing performance and conduct issues, implementing corrective or disciplinary actions, and recognizing employee contributions. Directs workload distribution and resource utilization to maximize efficiency and effectiveness across program operations. Leads organizational change initiatives with significant operational impact, guiding employees through transitions and ensuring continuity of operations. Collaborates and negotiates with senior leadership and stakeholders across the IRS to secure resources, resolve complex issues, and drive successful execution of strategic initiatives. Promotes a culture of accountability, innovation, and customer-focused service delivery.
• Serves as a senior subject matter expert and strategic authority on program and management analysis within Taxpayer Services, exercising independent authority in the development, implementation, and evaluation of complex programs and initiatives with broad organizational impact. Provides authoritative guidance on program planning, execution, and performance management, ensuring alignment with IRS policies, legislative requirements, and strategic objectives. Conducts advanced analytical studies involving large and complex datasets to assess program effectiveness, identify trends and risks, and evaluate operational and compliance impacts. Develops and implements data-driven solutions that improve efficiency, enhance service delivery, and strengthen program outcomes.
