Supervisory Management and Program Analyst

Job Summary
This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Public Space Regulation Division (PSRD).
The incumbent serves as the manager for the Public Space Committee ( PSC) Program within the Public Space Regulation Division, including providing leadership and direction for staff in the evaluation of public space case reviews, public hearing operations, and preliminary design coordination for projects across the District . Duties and Responsibilities
The incumbent operates under the general direction of the Associate Director, who establishes overarching policies, objectives, and shared divisional priorities. The incumbent is afforded broad discretion in exercising independent judgment, including determining appropriate methods and approaches for completing assignments and resolving issues in accordance with established policies and accepted practices. Given the complexity of the programs and projects overseen, and the level of autonomy required, the incumbent's performance is evaluated based on effectiveness in managing staff and resources, as well as meeting all contractual, fiscal, and programmatic obligations and deliverables.
The incumbent is responsible for oversight of all processes and operations of the Public Space Committee (PSC), including the scheduling of meetings, preparation of agendas, management of case files, and issuance of public notices in full compliance with legal and procedural requirements. The position is responsible for ensuring that all applications requiring PSC approval are reviewed accurately, efficiently, and in accordance with established processes and relevant stakeholders.
The incumbent develops and maintains standard operating procedures to promote consistency in case review and decision-making activities. This role requires close coordination with DDOT divisions, Advisory Neighborhood Commissions (ANC), District of Columbia Building Industry Association (DCBIA) applicants, and partner agencies to address issues arising during the public space review process. The incumbent ensures full compliance with the Open Meetings Act, upholds public transparency obligations, and provides technical guidance to applicants to ensure clear understanding of PSC expectations and requirements.
Directs the operations of early-stage review meetings for transportation, development, and infrastructure projects. Responsibilities include overseeing the intake, scheduling, documentation, and follow-up for all review sessions. The incumbent facilitates multidisciplinary review meetings and ensures that project teams receive clear, actionable feedback consistent with DDOT's design standards, public space regulations, and policy objectives. The role requires continuous coordination with planners, engineers, applicants, utilities, and internal subject matter experts to identify design issues early and support the delivery of higher quality, compliant projects. The incumbent regularly evaluates program operations and implements improvements to streamline processes, enhance customer service, and ensure the consistent application of standards across projects.
Qualifications and Education
Individuals must possess one (1) year of specialized experience equivalent to the grade 13 level. Specialized experience is the experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position, examples of specialized experience may include: analysis, investigative work preparation of reports, community facilitation presentations, or similar work experience.
Prior supervisory/management experience is required.

Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive. Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
• Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
• Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
• Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
• Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
