The Program Manager / Business Consultant III leads a team of FOIA professionals supporting timely, accurate, and defensible processing of federal information requests. The position combines substantive FOIA expertise with responsibility for staffing, workload management, quality assurance, schedules, budgets, risks, and deliverables across routine requests, backlogged cases, appeals, and litigation support. Through effective oversight, the Program Manager supports government transparency and public access to information while safeguarding sensitive records.

Working closely with Government stakeholders and HeiTech leadership, the Program Manager translates priorities into actionable work plans, resolves processing barriers, develops staff capabilities, and drives measurable progress toward backlog reduction and case closure goals. The role oversees performance reporting, customer coordination, and approved process improvements to sustain consistent service delivery.

Key Responsibilities:

• Lead technical and business project-management functions needed to plan, implement, track, report on, and deliver the required FOIA support services.
• Develop, implement, maintain, and update the Program Management Plan, including schedule and milestone management, communication lines, budget and cost control, staffing/resource management, risk tracking and mitigation, and quality assurance.
• Coordinate staffing, team responsibilities, onboarding, nondisclosure agreements, account registration, and system access for assigned personnel. Prepare and oversee weekly and monthly progress reports covering case production, backlog status, training, process improvements, substantive findings, risks, schedule concerns, quality issues, and planned work.
• Prepare and oversee monthly financial reporting for hours, costs, funding status, projections, and task-level expenditures for prime and subcontractor personnel.
• Lead routine project status meetings and ad hoc meetings, including required agendas, progress reviews, risk and financial discussions, action tracking, and meeting minutes.
• Maintain regular communication with Government representatives and program stakeholders regarding operational issues, schedule variances, staffing needs, risks, quality concerns, and required approvals. Support systems-access continuity, annual summaries, lessons learned, transition planning, records/data transfer, and contract closeout activities.
• Ensure compliance with applicable federal privacy, information-security, records-management, accessibility, nondisclosure, HSPD-12/PIV, and training requirements.

Requirements:

• Advanced degree, at minimum a Master's degree, in a relevant field from an accredited university.
• At least 8 years of experience in a leadership position directing project teams and ensuring that project management, quality management, performance, and risk/issue management are integrated and closely followed.
• Demonstrated expertise in the review and handling of FOIA cases.
• Relevant training and experience directly related to the FOIA support requirement.
• Required FOIA Act technical knowledge and demonstrated experience with the FOIA process and related federal laws and requirements.
• Experience managing staffing, schedules, budgets/costs, risks, quality, recurring deliverables, and stakeholder communications for complex professional-services work.
• Ability to obtain and maintain the required Tier 1 background investigation and comply with HSPD-12/PIV and CMS suitability procedures.
• Ability to meet the residency requirement of having lived in the United States for at least three of the preceding five years before applying for a Federal ID Card, subject to applicable provisions for foreign nationals and qualifying overseas service or dependent circumstances. Ability to complete required security awareness, privacy, records-management, Rules of Behavior, and applicable role-based training, and comply with nondisclosure requirements. Ability to perform work remotely and to attend in-person meetings if needed.

Compensation & Benefits 

• Compensation: $110,000-$135,000/year 
• Benefits: Health, life, dental, vision, and disability insurance (eligible after 30 days). 
• Additional: HSA, 401(k) with employer match, and educational reimbursement.
