Afterschool Recreation Coordinator

CALIFORNIA PARK & REC SOCIETY

Definition Under general direction, plans, schedules, assigns, reviews, supervises, and participates in the work of staff responsible for the direct delivery of after-school programs and services; organizes, and coordinates after-school education and recreational programs, services, and activities across multiple sites; develops, implements, evaluates, promotes, and supervises programs which include traditional after-school recreation, Expanded Learning/ASES, and various other youth programs; fosters cooperative working relationships with various public, private, and community groups and school districts; provides technical and specialized assistance to management staff; and performs related work as required. Supervision Received and Exercised Receives general direction from a Community Services Manager. Exercises direct supervision over technical, administrative, and program support staff. Class Characteristics After-School Recreation Coordinator I: This is the first/entry level supervisory class within the After-School Recreation Coordinator series. Initially incumbents learn and perform the more routine duties associated with the assigned after-school recreation and education programs and staff. As experience is gained assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the After-School Recreation Coordinator II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. After-School Recreation Coordinator II: This is the second/full supervisory-level class within After-School Recreation Coordinator series that exercises independent judgment on diverse and specialized after-school recreation and education programs with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. Positions in the After-School Recreation Coordinator class series are flexibly staffed; positions at the After-School Recreation Coordinator II level are normally filled by advancement from the After-School Recreation Coordinator I level; progression to the After-School Recreation Coordinator II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the After-School Recreation Coordinator II level. Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Positions at the After-School Recreation Coordinator I level may perform some of these duties and responsibilities in a learning capacity. Plans, supervises, coordinates, reviews, and evaluates afterschool education and recreation programs, services, and activities at multiple sites within a geographic service region; establishes schedules and methods for providing youth education and recreation services; recommends improvements or modifications. Supervises, coordinates, and participates in the day-to-day operations of traditional and expanded learning after‑school programs. Assists in the recruitment and selection of staff and provides recommendations; provides supervision, training, orientation, and guidance to assigned staff; prepares weekly and daily schedules; provides input and documentation for performance evaluations. Collaborates with school districts, community groups and residents in the development, coordination, and promotion of traditional and contracted services for after‑school education and recreation programs; oversees and coordinates scheduling of activities and events. Participates in the implementation of program goals, objectives, policies, and priorities in line with the District’s vision and master plan. Monitors program budgets and participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors and approves expenditures. Researches trends, community demographics, and recreational interests and needs within assigned geographic region and school district(s) through a variety of methods including but not limited to community consultations, surveys and focus groups; analyzes and interprets data to assist in formulating recommendations and strategic plans. Continuously monitors and evaluates the efficiency and effectiveness of program and service delivery methods, based on measurable outcomes; recommends and implements modification as necessary. Initiates and monitors contracts and service agreements related to area of responsibility; determines scope of work; monitors contracts; and evaluates services provided to and by the District. Coordinates assigned services and operations with those of other departments/divisions and outside agencies. Monitors the proper and safe use of program facilities by ensuring adherence to rules and ordinances; interprets and applies policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations. Creates marketing materials for after‑school programs, including developing and preparing brochures, flyers, newsletters, and other materials; maintains and updates informational channels such as bulletin boards and websites including social media as needed. Acts as a representative to parents and residents regarding questions, problems, concerns, and activities in the provision of after‑school program operations, activities, and services. Represents the District in meetings with members of other public and private organizations, school districts, community groups, contractors, and the public. Monitors and maintains accurate records of services and activities, including program participation and analysis, attendance sheets, revenues, expenditures, grants, contract programs, accidents, and vandalism. Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols. Travels by vehicle to oversee program operations, coordinate activities, and participate in necessary trainings/meetings. Performs other duties as assigned. Qualifications Positions at the After‑School Recreation Coordinator I level may exercise some of these knowledge and abilities statements in a learning capacity. Knowledge of: Principles and practices of after‑school education and recreation program development, implementation, review, and evaluation. Principles and practices of employee supervision, including work planning, assignment, review and evaluation, discipline, and the training of staff in work procedures. Principles and practices of leadership. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Recreational, cultural, age‑specific, and social needs of the community. Community organizations and school districts to source and partner in the provision of recreation and community programs and services. Learning in Afterschool and Summer principles and quality standards for expanded learning in California. Basic principles and practices of budget administration and monitoring. Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility. After‑school site management and oversight. Principles and practices of basic public relations techniques including the utilization of social media. Recent and on‑going developments, current literature, and sources of information related to after‑school recreation programs and activities. Principles and procedures of record‑keeping and report preparation. Research and survey techniques including data collection methodologies and statistical analysis. Techniques for effectively representing the District in contacts with governmental agencies, community groups, school districts, and various business, professional, educational, regulatory, and legislative organizations. Methods and techniques of preparing technical and administrative reports, and general business correspondence. District and mandated safety rules, regulations, and protocols, including basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) methods. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Ability to: Plan, oversee, coordinate, review, and evaluate afterschool education and recreation program operations and activities, as well as staff, contractors, and volunteers. Plan and prepare recreation activity schedules, staffing schedules, reports, and other related program materials. Understand the organization and operation of recreation programs and facilities necessary to assume assigned responsibilities. Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards. Recommend and administer program and project budgets. Select and supervise staff; provide training and development opportunities; ensure work is performed effectively; and evaluate performance in an objective and positive manner. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations. Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. Develop promotional materials and effectively market District programs and services. Conduct research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. Effectively represent the department and the District in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals. Maintain accurate logs, records, and basic written records of work performed. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: After‑School Recreation Coordinator I/II: Education: Equivalent to an associate degree from an accredited college with major coursework in recreation, education, public administration, or a related field. A bachelor's degree in a relevant field is preferred. After‑School Recreation Coordinator I: Experience: Three (3) years of increasingly responsible experience planning, developing, and implementing comprehensive after‑school recreational or community service programs, including two (2) years in a lead capacity. After‑School Recreation Coordinator II: Experience: Five (5) years of increasingly responsible experience planning, developing, and implementing comprehensive after‑school recreational or community service programs, including (1) year in a supervisory capacity. Licenses and Certifications Possession of a valid California Driver’s License, to be maintained throughout employment. Possession of valid certifications in First Aid, cardiopulmonary resuscitation (CPR) and Automatic External Defibrillator (AED) for adult, child and infant, to be maintained throughout employment. When Assigned to the Expanded Learning/ASES Program: Possession of a valid Paraeducator certification, to be maintained throughout employment. When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. When working in an external environment, position requires sitting, standing, walking on slippery surfaces, reaching, twisting, turning, kneeling, bending, stopping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 25 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Environmental Conditions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust and air contaminants.
