Department Of Child Support Services Manager

Under general direction, to manage, plan, organize, direct, control, and evaluate the business activities and staff at the Department of Child Support Services (DCSS).

Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

• Plans, organizes, manages, and evaluates the staff and child support function(s) of DCSS;
• Interviews, selects, and hires staff, determines staffing needs, allocates personnel resources, and oversees the recruitment, training, and supervision of personnel;
• Establishes and implements strategies designed to achieve organizational goals;
• Oversees the development, implementation, and evaluation of operational policies, procedures, and activities;
• Collaborates with other managers to develop and implement department-wide policies and procedures;
• Provides recommendations during budget process and justification for staffing and equipment for child support function(s);
• Represents assigned program before Federal, State, and local committees, task forces, and advisory and planning groups and acts on behalf of the Director of DCSS or their designee, as directed;
• Plans, organizes, prepares, and submits a yearly mandated working plan to the State DCSS to improve on Federal Performance Measures;
• Evaluates proposed legislation and oversees the implementation of changes in laws, regulations, and procedures affecting the child support function(s);
• Collaborates with information technology staff to identify assigned program's technology/automation needs and implement new systems or changes, as necessary;
• Prepares reports and correspondence;
• May be assigned as a Disaster Service Worker (DSW), as required*;
• Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:

Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor's Degree, preferably in Business or Public Administration or related field. Relevant analytical, administrative, lead, supervisory, or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;

and

Three (3) years of full-time supervisory work experience in a child support program.

Special Requirements:

• Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.
• *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

• General principles and applications of modern information systems.

Ability to:

• Effectively plan, organize, coordinate, and direct the activities of a major child support function(s);
• Oversee and coordinate the business activities of child support function(s) and staff to successfully meet mandated State DCSS and Federal timelines and performance measures;
• Effectively select and hire staff and supervise the work of subordinate supervisors and other staff;
• Interpret, disseminate, and implement new State DCSS directives and Federal regulations and procedures into the child support function(s), as required;
• Coordinate staff development activities;
• Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;
• Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies;
• Prepare clear and concise correspondence, reports, and instructions.
