MWR Supervisory Recreation Specialist (Aquatics Program Manager)

Position Summary This position is assigned to the Non‑Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Navy Region Southwest (NRSW). The incumbent serves as a Program Manager in the Branch and assists with the oversight of Aquatics Programs. Duties Assists in planning and implementing a comprehensive aquatics program for active and retired military, authorized civilians, contractors, and dependents at multiple facilities, including recreation swim, lap swim, water safety instruction, and aquatic events. Protects lives through aggressive prevention, preparedness, education, emergency medical and rescue programs. Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed. Performs water rescues and land rescues equal to the standard of training during emergencies (e.g., drowning, medical or trauma in water). Manages respiratory, cardiac and first aid emergencies, including performing CPR, BVM resuscitation, and AED; manages use and maintenance of emergency equipment such as specialized kits, rescue bags, backboards, suction devices, splints, stretchers and monitoring equipment. Develops and oversees emergency medical and rescue training, public education and other related duties. Teaches swimming skills and basic diving for all age groups, prepares material for classes, and ensures safety of all patrons. Ensures all maintenance work, water chemical testing, pool vacuuming, filtration, and equipment are within the scope required by standards. Serves as the subject‑matter expert on aquatics for the installation. Plans and coordinates details of recurring and non‑recurring activities, special events and joint community undertakings to maximize resources in alignment with military mission and MWR principles. Assists in projecting income from fees and charges, monitors inventories, cost controls, patron counts and maintains related records and reports. Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. Coordinates program efforts with other Division team members. Works closely with other MWR personnel regarding scheduling, supervision and facility guidelines. Identifies installation and MWR target groups for co‑sponsored programs. Assists in developing and maintaining a comprehensive publicity and marketing plan, including public relation duties such as preparing and distributing flyers, press releases and brochures. Arranges equipment, supplies and services needed for scheduled programs and recommends improvements. Ensures programs, operations and equipment use comply with all prescribed sanitation, health and safety regulations. Assists in implementing an effective written safety/risk‑management plan and procedures for emergency care; schedules First Aid/CPR training for appropriate personnel. Conducts regular safety inspections and reports concerns to supervisor. Prepares training and operating manuals and conducts staff meetings and training. Schedules recreation facilities and supervises facility condition. Provides clerical support, program registration, answers telephones and maintains correspondence; responds to public inquiries about the facility. Assists with reservations, contracts and access lists for fitness, sports and aquatics facilities. Directs work to be accomplished by staff and assigns work based on priorities and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receive proper training to fulfill position requirements. Address potential disciplinary or performance issues timely and take appropriate corrective action. Requirements Must be able to work nights, holidays and weekends. May work with hazardous materials/chemicals. Must satisfactorily complete background investigation. Must possess or be able to obtain a valid state driver’s license. Must possess and maintain Lifeguard Instructor, Water Safety Instructor, International Life Saving Federation or Red Cross Waterfront, Blood Borne Pathogens and Navy Basic Fitness certifications. Must successfully pass the E‑Verify employment verification check; any discrepancies must be resolved as a condition of employment. Qualifications Knowledge that enables the employee to competently and independently carry out aquatics programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community. Knowledge of Department of War (DoW), Department of the Navy (DON) and CNIC policies and procedures governing recreational activity certifications. Knowledge of both NAF and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets, to ensure quality material for program enhancement. Knowledge of lifeguard roles during coordinated rescue scenes for safety of rescuers and victims. Knowledge of beach environment (e.g., marine life, beach and water hazards); required for waterfront lifeguard positions. Knowledge of pool chemical testing, balancing and documentation. Skill in planning and executing a comprehensive aquatics program that meets community needs. Skill in effectively organizing and utilizing community resources. Skill in using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, technically sound reports related to work within the Branch. Ability to perform full range of supervisory duties. Ability to develop and deliver presentations and/ or training. Ability to communicate effectively both orally and in writing. Education This position does not have a positive education requirement. Additional Information Executive Order 12564 requires a Federal workplace free of illegal drugs.
