Summary About the Position: This position is located at the U.S. Army Redstone Test Center (RTC), with a duty location of Redstone Arsenal, AL. (merit) Responsibilities Serve as Chief, RTC Safety Office with responsibility for providing leadership, planning, and direction for the environmental and safety programs associated with research, development, test and evaluation technical test missions. Commander's primary technical authority regarding environmental, safety and occupational health issues for high risk operations. Oversee multidisciplinary group of professional Aviation, Explosive, Environmental Safety and Occupational Health Specialists in providing safety review and oversight for a wide variety of unusually complex and sensitive test and evaluation projects. Ensure programs are in compliance with all applicable federal regulations, laws, and directives, as well as all Department of Army standards. Provide technical guidance in safety environmental requirements, procedures and protocols for all test programs. Plans and assigns work to be accomplished and sets priorities. One year of specialized experience which includes: 1) Managing comprehensive safety and occupational health programs to ensure compliance with standards, national environmental and occupational health regulations; 2) Balancing aggressive testing requirements with strict hazard mitigation and personnel protection measures; and 3) Directing root-cause analyses, mishap investigations, and trend analyses for any aviation, ground, or industrial incidents to prevent recurrences and protect the highly specialized workforce of engineers, technicians, and pilots. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $190,042 including locality. U.S. Army Test and Evaluation Command (ATEC) provides direct support to Transformation and Training Command and relevant, timely information to senior Army leaders to make future force decisions enabling Multi-Domain Operations through rigorous developmental testing and independent operational tests and evaluations.
