Job Summary
The Project Manager-Cultural Resources leads and coordinates archaeological survey projects, serving as the primary point of contact between the project team and federal agencies. This role manages project planning, schedules, deliverables, and team coordination to ensure timely, compliant, and high-quality completion of cultural resource projects.

Job Classification: Permanent; Full-Time
Duty Station : Asheville, NC (Hybrid, 2 days minimum onsite)
Travel: Up to 75% (Travel required throughout the National Forests in North Carolina)
Duration: This role is anticipated to last 6 months, with the possibility of extension pending contract options.
Duties/Responsibilities
Due to the nature of Chloeta's services, this position is contingent upon completing with a satisfactory outcome some or all of the following pre-employment background screenings: government security clearance, federal and state criminal background checks, drug test (urinalysis), Motor Vehicle Record (MVR) review, educational history, employment history, and/or credit check. In accordance with the Fair Credit Reporting Act (FCRA), pre-employment background screenings will require the employee's written authorization and will occur after acceptance of an offer of employment and prior to commencing work. Additionally, employees are required to complete the federal I-9/E-Verify process.
Drug and Alcohol Testing Policy Employees may be subject to undergoing additional drug screens and/or alcohol testing at any time during the period of employment, including without prior notice.

Duties/Responsibilities
- Serve as the primary point of contact (POC) for project management and coordination with the federal agency personnel
- Plan, coordinate, and manage archaeological survey projects from initiation through completion
- Develop and maintain project schedules, milestones, and tracking tools
- Coordinate survey team activities across field, laboratory, and reporting functions
- Organize project intake information and translate into actionable work plans
- Lead regular meetings with Federal agency staff and provide project updates
- Ensure timely delivery of survey results, reports, and documentation
- Manage project scope, schedule, cost, and deliverables in alignment with contract requirements
- Maintain project records, documentation, and administrative files
- Identify project risks or deficiencies and recommend corrective actions
- Coordinate with external stakeholders, agencies, and subject matter experts as needed
- Ensure compliance with NHPA, NEPA, ARPA, and applicable cultural resource standards
- Build and maintain relationships with internal teams, partners, and stakeholders
- Support overall project execution and quality assurance

- Strong project management skills including scheduling, cost control, and performance tracking
- Ability to coordinate multi-disciplinary teams and manage multiple projects simultaneously
- Knowledge of cultural resource management and applicable laws (NHPA, NEPA, ARPA)
- Excellent written and verbal communication skills with ability to engage stakeholders
- Experience managing archaeological or cultural resource survey projects
- Prior experience working with federal agencies
- Proficiency with GIS tools (ArcGIS) and project scheduling software
- Experience coordinating with SHPO, Tribal entities, or regulatory agencies
- Required: Bachelor's degree in Archaeology, Anthropology, Natural Resources, Project Management, or related field
- Required: Minimum 10 years of experience scoping, planning, designing, coordinating, and preparing cost estimates and writing special project specifications for projects related to natural resources management, according to clear and specified objectives
- Required: At least 5 years of experience with environmental compliance and regulatory processes
- Required: Demonstrated experience developing and managing project plans, schedules, and deliverables
- Preferred: Advanced degree in a related field
- Preferred: Experience managing archaeological survey programs or cultural resource projects
- Preferred: Experience with federal contracting or land management projects
- Ability to conduct occasional field visits and navigate uneven terrain
- Ability to travel frequently to project sites and meetings
- Ability to stand, walk, and work in outdoor environments as needed
- Ability to use standard office equipment and communicate effectively
- Work may be subject to exposure to loud noise, heights exceeding 10 feet, dust and noxious odors
