Senior IT Project Manager

Overview

GDC IT Solutions is currently seeking a Senior IT Project Manager to work in a hybrid capacity, with 2 days per week on-site at the Pennsylvania Department of Health in Harrisburg, Pennsylvania. This position will lead the implementation of a large-scale Electronic Health Record (EHR) system across 59 State Health Centers and multiple Bureau of Community Health Systems programs, with a focus on health IT, project delivery, and organizational change management.


As a Senior IT Project Manager , you will be responsible for leading the end-to-end implementation of an enterprise EHR solution for the Pennsylvania Department of Health, overseeing project planning, execution, testing, implementation, and organizational change management. The Project Manager will coordinate cross-functional IT teams, program stakeholders, vendors, and clinical staff to ensure the project is delivered on schedule, within budget, and in accordance with business, technical, quality, and Commonwealth requirements. This role requires strong experience managing complex, high-profile IT initiatives, particularly within EHR, EMR, health informatics, and health IT environments.

Responsibilities

• Lead the full lifecycle implementation of an Electronic Health Record (EHR) system across 59 State Health Centers and applicable clinical programs.
• Direct, administer, manage, and facilitate a high-priority, enterprise-wide IT project from initiation through successful implementation.
• Develop and maintain comprehensive Project Management Plans, project schedules, budgets, estimates, Communication Plans, and Deliverables Matrices.
• Manage project scope, schedule, budget, resources, milestones, deliverables, and quality requirements throughout the project lifecycle.
• Coordinate planning, design, programming, testing, training, implementation, and post-implementation activities across multiple teams and stakeholders.
• Identify, track, and proactively manage project risks, issues, dependencies, and mitigation strategies through a RAID+ Log.
• Establish priorities and coordinate multiple work efforts across IT, program, clinical, vendor, and business teams.
• Work closely with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams to support successful implementation.
• Facilitate communication and collaboration between program areas, IT teams, vendors, and customer stakeholders to define requirements and resolve issues.
• Monitor project progress against schedules and milestones and take corrective action when necessary to maintain delivery commitments.
• Monitor and track project budgets, estimates, resource capacity, and workload, escalating concerns to appropriate management.
• Develop project estimates covering planning, analysis, design, construction, testing, and implementation activities and obtain appropriate approvals.
• Ensure project scope changes follow established Change Management processes and are properly documented and approved.
• Prepare and distribute project status reports, metrics, recommendations, and weekly updates to project teams, sponsors, stakeholders, and senior leadership.
• Coordinate system testing, software quality assurance reviews, peer reviews, project inspections, and other required project governance activities.
• Plan, coordinate, and conduct project-specific training and orientation sessions for stakeholders and project resources.
• Establish and maintain project SharePoint sites and utilize Microsoft Teams for project documentation and collaboration.
• Ensure project activities comply with HHS DC IT PMO standards, methodologies, procedures, and Commonwealth requirements.
• Build and maintain strong working relationships with customer representatives, program leadership, IT teams, vendors, and other key stakeholders.
• Serve as the primary point of contact for project-related issues and coordinate their resolution.
• Deliver project presentations, proposals, and recommendations to stakeholders and leadership as required.
• Mentor less experienced project management staff and contribute to continuous improvement of the HHS DC IT PMO.
• Provide required project documentation, status reporting, timesheet reporting, and project updates in accordance with established deadlines and procedures.

Minimum Qualifications

• 7-9 years of relevant IT Project Management experience leading complex projects through successful implementation.
• Proven experience implementing an Electronic Health Record (EHR) system for an organization transitioning from paper-based charting.
• At least 5 years of active Project Management Institute (PMI) Project Management Professional (PMP) certification.
• Demonstrated experience managing large-scale, high-priority, enterprise-wide IT projects with delivery cycles of 8-12 months or longer.
• Experience with EHR and/or EMR systems, health informatics, and health IT.
• Proven experience managing the complete project lifecycle, including planning, design, development, testing, implementation, and project closeout.
• Strong experience managing project schedules, budgets, estimates, scope, risks, issues, resources, dependencies, and deliverables.
• Demonstrated ability to coordinate complex initiatives involving multiple IT teams, business stakeholders, vendors, and customer organizations.
• Strong understanding of PMI project management principles, including project phases, inputs, outputs, and project governance.
• Experience developing and obtaining stakeholder approval for Project Management Plans, Communication Plans, schedules, estimates, and other project documentation.
• Strong written and verbal communication skills with the ability to communicate effectively with technical teams, program leadership, customers, vendors, and senior executives.
• Ability to work on-site in the Harrisburg, Pennsylvania office two days per week as requested.
• Ability to participate in off-site meetings at State Health Centers and other locations when required.
• Must currently reside in Pennsylvania.

• Experience with organizational change management (OCM) for independent customers or organizations undergoing significant business or technology transformation.
• Experience leading EHR implementations within public health, healthcare, government, or similarly complex environments.
• Experience coordinating clinical, informatics, application, data, networking, security, and service management teams on a single implementation.
• Experience with Microsoft SharePoint and Microsoft Teams for project collaboration and documentation.
• Experience working within a formal IT PMO methodology, including project governance, quality assurance, metrics, and standardized reporting.
• Experience with Daptiv or similar project portfolio/project management platforms.
• Experience planning and facilitating end-user training, orientation, and organizational readiness activities.
