The role oversees and supports the LMS, early-alert and student-success systems, databases, analytics platforms, cloud and SaaS applications, enterprise integrations, APIs, LTI technologies, automation, and digital accessibility solutions.The position provides advanced expertise in systems administration, programming and scripting, database administration, data analytics, systems integration, technical troubleshooting, and technology implementation. It also supports curriculum development, instructional design, formal course review, Quality Matters standards, higher-education teaching, and faculty and staff training and professional development.Working across technical and academic functions, the position provides advanced technical expertise and coordination for complex technology initiatives and collaborates with faculty, staff, University leadership, technical teams, vendors, and external partners to maintain secure, reliable, accessible, integrated, and highly available University services.A master’s degree in computer science, Information Technology, or a related field and five years of relevant experience are required. An advanced degree and higher-education experience are preferred. The position is considered essential and supports continuity of University operations. Some evening and weekend work may be required.Purpose: The IT Systems Analyst is a highly skilled technical and academic technology professional responsible for the administration, integration, optimization, security, accessibility, and operational continuity of critical University systems and services. The position has responsibility for complex academic technology environments, including the Learning Management System (LMS), early-alert and student-success technologies, database and analytics platforms, enterprise integrations, digital accessibility technologies, cloud and SaaS applications, and related infrastructure.The position provides advanced technical expertise in systems administration, database technologies, data analytics, programming and scripting, systems integration, automation, APIs and LTI, troubleshooting, and technology implementation. The position also applies expertise in instructional design, curriculum development, course-quality review, Quality Matters standards, higher-education instruction, and professional development to support the effective use of academic technologies.The IT Systems Analyst works across technical and academic functions and collaborates with University leadership, faculty, staff, technical teams, vendors, and external partners to ensure that critical systems are secure, reliable, accessible, integrated, and aligned with institutional priorities.Duties & Responsibilities: Administer, configure, maintain, monitor, optimize, and support critical enterprise academic systems, including the University LMS, early-alert systems, digital accessibility technologies, analytics platforms, databases, cloud applications, and related infrastructure.Provide advanced systems administration and technical expertise to maintain highly available, secure, reliable, and resilient technology environments supporting academic and business operations.Design, develop, maintain, and optimize enterprise systems integrations, data integrations, automation processes, APIs, LTI integrations, and system interoperability across institutional platforms.Perform advanced programming, scripting, query development, and technical automation using technologies such as SQL, Java, Python, and related tools to support systems operations, analytics, integrations, quality assurance, and institutional requirements.Administer and support database and data-management environments, including database design, configuration, security, performance, backup, recovery, and disaster-recovery activities using technologies such as PostgreSQL, Snowflake, DbVisualizer, and DBeaver.Develop and support institutional data analytics, data mining, data warehousing, reporting, and decision-support solutions, including the use of Power BI and related analytics technologies.Administer and optimize LMS and early-alert technologies supporting teaching, learning, student tracking, academic intervention, student success, and institutional decision-making.Provide technical leadership for digital accessibility technologies and practices, including the administration and effective use of Anthology Ally and other accessibility solutions.Coordinate complex academic technology projects and system implementations, including requirements analysis, technical evaluation, configuration, testing, deployment, documentation, upgrades, and continuous improvement.Investigate, diagnose, resolve, and document complex systems, application, integration, database, analytics, accessibility, and performance issues, coordinating with vendors and technical partners when necessary.Develop and maintain technical architecture documentation, system configurations, operational procedures, standards, guidelines, technical specifications, and continuity documentation.Apply curriculum development and instructional design expertise to academic technology initiatives, supporting the effective design, development, evaluation, and improvement of technology-enhanced learning environments.Conduct and support formal course-quality reviews, including the application of Quality Matters (QM) standards, course-quality rubrics, instructional design principles, and digital accessibility requirements.Develop and deliver faculty and staff training, technical training, workshops, and professional development related to academic technologies, LMS functionality, accessibility, instructional technology, and related systems.Provide teaching and instructional expertise in higher education to support the effective alignment of technology, pedagogy, curriculum, and institutional academic objectives.Research, evaluate, and recommend emerging technologies, system enhancements, architectural improvements, and technology initiatives that support University academic and operational priorities.Coordinate with faculty, staff, administrators, executive leadership, technical teams, vendors, consultants, and external partners on enterprise academic technology initiatives and operational requirements.Serve as a technical consultant and subject-matter resource on committees, task forces, technology evaluations, implementations, and institutional initiatives.Perform other duties as assigned.Minimum Qualifications:Master’s degree in computer science, Information Technology, or a related field is required. An advanced degree in Computer Science, Information Technology, or a related field, with higher-education experience, is preferred.A minimum of five years of relevant professional experience in systems administration, LMS administration, database administration, early-alert systems, programming, systems integration, data analytics, academic technology, or related areas is required.Relevant professional certifications in systems administration, databases, cloud technologies, LMS technologies, analytics, Quality Matters, instructional design or related areas are preferred.Required Knowledge, Skills & Abilities: Advanced knowledge of enterprise systems administration, systems architecture, application administration, monitoring, security, backup, disaster recovery, and operational continuity.Proficiency with programming, scripting, and query languages such as SQL, Java, and Python.Experience with enterprise systems integration, data integration, automation, APIs, LTI, and system interoperability.Experience with database design, administration, management, security, backup, recovery, and related database technologies, including PostgreSQL, Snowflake, DbVisualizer, and DBeaver.Experience with data mining, data warehousing, data analytics, reporting, and Power BI.Experience administering LMS, early-alert, student-tracking, or related academic technology systems supporting institutional decision-making and student success.Experience with SaaS, cloud technologies, enterprise applications, and content-management environments.Experience with digital accessibility technologies and practices, including Anthology Ally or comparable accessibility technologies.Experience in curriculum development, instructional design, and formal course review in higher education, including the application of Quality Matters (QM) standards and course-quality rubrics.Teaching or instructional design experience in higher education.Experience developing and delivering faculty/staff training, technical training, and professional development.Experience with organizational management, project management, prioritization, and coordination of complex technology initiatives.Strong analytical, technical troubleshooting, problem-solving, decision-making, documentation, and communication skills.Ability to manage multiple complex technical priorities and work independently with minimal supervision.Ability to communicate complex technical concepts effectively to technical and nontechnical stakeholders.Ability to collaborate effectively with faculty, staff, administrators, executive leadership, technical teams, vendors, and external partners.Leadership skills are preferred.Certifications:Relevant professional certifications in Quality Matters (QM), LMS administration, database and cloud technologies, data analytics, systems administration, or related information technology areas are preferred.Conditions of Employment:This position is considered essential and may be required to report to the normal work location or an alternative location during a major catastrophic event, weather emergency, or other operational emergency to maintain the continuity of University services.The employee must be available as needed to communicate and coordinate with systems, applications, and technology providers to resolve issues affecting continuity of University services.The employee must be available to work some evenings and weekends.The employee may be required to work during holidays, administrative leave days, and periods when the University is not in session.Note: This position is not eligible for collective bargaining.Additional Job Information:Benefits include medical, dental, prescription, long-term disability, accidental death and dismemberment insurance and life insurance; paid time for paid sick leave and annual leave; 10 paid holidays per year, tuition remission and supplemental retirement.Bowie State University shall not discriminate against any individual on the basis of race, color, religion, age, ancestry or national origin, sex, sexual orientation, disability, marital status or veteran status.
