The Property Rights Specialist plays a critical role in supporting PGE's transmission, distribution, generation, and corporate initiatives by securing the land rights, permits, and property interests necessary to safely build, operate, and maintain critical infrastructure.This position helps manage PGE's real property portfolio through land rights acquisition, specialized permitting, regulatory compliance, project due diligence, and stakeholder engagement. The Specialist works closely with customers, landowners, agencies, and internal project teams to acquire property interests, obtain required permits, support project development, address property-related inquiries, and ensure compliance with applicable land use and regulatory requirements.The role also provides real estate and property rights expertise for capital projects, generation development, and strategic initiatives, including site evaluation, risk assessment, and due diligence activities that support informed business decisions and successful project delivery.Key ResponsibilitiesReal Property Acquisition and DispositionAcquires property rights (easements, rights-of-way, permits, licenses, and miscellaneous property interests) required for company operationsEvaluates real property opportunities, constraints, valuation, land use, and permitting requirementsNegotiates agreements that balance operational needs and stakeholder interestsManages property acquisitions, dispositions, and transaction reportingCommunicates project impacts, timelines, and status to stakeholdersPermitting and Regulatory ComplianceObtain and manage local, state, federal, and agency permitsIdentify permitting risks, schedules, and requirementsSupport permit applications, agreements, and regulatory approvalsProvide guidance on permitting strategies and compliance obligationsProperty Rights Concerns and DisputesResearch and respond to customer and landowner inquiriesInvestigate and resolve encroachments, trespass issues, and property-related claimsSupport resolution of complex land rights concernsContract Negotiation, Coordination and ReviewNegotiate contracts and agreementsCoordinate surveys, appraisals, title work, and mapping activitiesReview ownership, survey, and property information for accuracySupport cross-functional project teamsResearch and AnalysisConduct title, zoning, land use, GIS, and valuation researchIdentify land rights constraints and project risksSupport route selection and site evaluation effortsPrepare legal descriptions, exhibits, and property documentationGIS and Property RecordsMaintain and utilize GIS and geospatial data related to company property interestsSupport map creation, data analysis, and property record managementMaintain accurate and accessible property rights informationExternal and Internal Stakeholder CommunicationServe as a liaison with customers, landowners, agencies, and jurisdictionsParticipate in public meetings and hearings as neededRepresent PGE's property interests while building positive stakeholder relationshipsEducation/Experience/CertificationsEducation Requires a bachelor’s degree in real estate, business, finance, law or other related field or equivalent experience.Experience Typically five or more years in commercial real estate or related field.
