COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit. BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Budget and Planning (OBP). The incumbent is responsible for coordinating specific areas of the Capital program; this includes, developing long-range goals and objectives for the District program/project fixed assets, analyzing procedures that are essential for implementing construction activities, coordinating activities related to the development of the capital plan, and maintaining and protecting the database on which the program depends. Duties include, but are not limited to: recommending improvements on current budgetary policies or practices and developing procedures to implement these policies; formulating spending forecasts for multi-year programs, facilities, and major equipment required by the government; coordinating the development of bond resolution information to support the sale of general obligation bonds. Performs other related duties as assigned.
Minimum Qualifications
Five (5) years of progressive experience performing related duties and responsibilities such as: formulating and developing budgets; possessing expert knowledge of budgetary administration, policy and regulations; and resolving complex budget issues. Capital budget experience highly desired. Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
