Project Manager II - Transportation Engineering Alternative Delivery

Overview We are seeking an experienced Project Manager to oversee infrastructure projects in Tennessee ranging from $5M to over $300M, using Design‑Build, CM/GC and Progressive Design‑Build contracting types. The role will manage the full project lifecycle, ensuring delivery on time, on budget, and to client satisfaction. Responsibilities Manage assigned project(s) from initiation through completion, ensuring 4‑for‑4 performance: quality, on time, on budget, client satisfaction. Develop project scope, fee quotations, and the technical sections of proposals and procurement documents. Participate in contract negotiations and serve as the primary client liaison. Oversee the delivery of the project plan, managing budget, schedule, technical requirements, contractual obligations and client communications. Provide high‑level technical tasks and review design‑related specifications, calculations, reports and plans. Coordinate with internal and external partners to resolve design‑related issues or concerns. Implement the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA). Lead the development and execution of the project management plan and supervise and mentor team members. Oversee project staffing, including recruitment, development, retention, succession planning and performance reviews. Partner with Client Service Leaders and pursuit champions to support business development and client relationship building. Prepare proposal and presentation materials for strategic, mini‑mega, and mega projects. Lead proposal development and interview presentations to clients and industry audiences. Perform other duties as assigned. Qualifications Bachelor’s degree in Engineering. 10 years of relevant experience. At least 2 years of successful management of engineering projects. Demonstrated ability to deliver 4‑for‑4 (on‑time, on‑budget, quality, client satisfaction) on multi‑disciplined projects. Experience handling risk and change management and leading teams on mid‑sized to moderately complex projects. Ability to oversee sub‑consultants and manage NEPA project development. Strong leadership and oversight skills for other consulting firms delivering projects for Tennessee clients. Preferred Qualifications Master’s degree in Engineering. Experience working with state Departments of Transportation (DOTs). Experience with transportation public involvement and communications. 12 years or more of relevant experience.
