Job Description: Facilities Management within the Division of Finance & Administration supports three campuses spanning 515 acres and over 5.5 million gross square feet. The department is responsible for maintaining, constructing, renewing, and operating a safe, accessible, and sustainable physical environment aligned with the University's strategic mission. The Associate Vice President (AVP) for Facilities provides strategic leadership and oversight for Facilities Management to provide a safe, beautiful and functional environment at the University at Albany. In addition, the AVP supervises multiple operational and planning departments, ensures high-quality facilities services, advances capital planning initiatives, and aligns facilities operations with institutional priorities and sustainability goals. The AVP supervises 6 directors and 35 units, which include over 500 employees, and an annual budget of approximately $140 million in Facilities Management. Primary Responsibilities: Strategic Oversight Provide strategic leadership and direction for the University's facilities management operations and long-range planning across a complex, multi-campus environment. Oversee the development and implementation of the facilities master plan and capital initiatives, ensuring alignment with institutional priorities. Direct operational effectiveness across facilities functions, including maintenance, construction, space management, and infrastructure renewal. Ensure effective financial stewardship through oversight of operating and capital budgets, resource allocation, and cost management. Maintain compliance with applicable regulatory, safety, and environmental standards, as well as SUNY and New York State requirements. Leadership Lead and manage direct reports/team providing guidance, support, and performance feedback to assure goals, programs, activities, and personnel practices are consistent with and contribute to the University's mission. Lead employees for maximum performance and dedication, fostering a positive and productive work environment. Complete performance management feedback and goals timely and per requirements, offering constructive feedback and developing improvement plans. Oversee staffing models, workload distribution, and succession planning initiatives. External Agency Relations and Capital Project Coordination Serve as the University's primary liaison with external agencies and partners, including but not limited to the State University Construction Fund (SUCF), Dormitory Authority of the State of New York (DASNY), and the Office of General Services (OGS). Represent the University in planning, coordination, and approval processes related to capital projects, funding, regulatory compliance, and operational initiatives. Cultivate and maintain strong relationships to ensure effective communication, alignment, and successful project execution. Ability to respond to urgent and emergency facility-related issues on site at any time. Demonstrated expertise in facilities management, including operations, maintenance, capital planning, and infrastructure oversight. Significant financial and operational management experience, including oversight of large operating and capital budgets, resource allocation, and long-term financial planning. Knowledge of applicable codes, regulations, and compliance requirements, including New York State building codes, safety standards, and accessibility requirements. Ability to plan, direct, and oversee complex capital projects, including design, construction, and project lifecycle management. Strong collaboration and interpersonal skills, with the ability to effectively engage faculty, staff, senior leadership, external partners, contractors, and regulatory agencies. Demonstrated ability to manage multiple priorities and respond to time-sensitive operational needs in a dynamic campus environment. Excellent problem-solving and decision-making skills, with the ability to exercise sound judgment in high-impact situations. Experience with procurement, contract management, and vendor oversight in a public or highly regulated environment. Familiarity with facilities and work management systems (e.g., CMMS systems) and the ability to use data to inform operational and strategic decisions. Understanding of the role of facilities in supporting the University's academic, research, and student experience mission. Ability to recruit and retain highly motivated professionals. Requirements: Minimum Qualifications: Bachelor's degree from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization. At least 6 years of progressively responsible experience in facilities management, including responsibility for facilities operations, capital planning, and supervision of large and diverse teams. Significant experience developing and administering complex operating and capital budgets, long-range financial plans, and resource allocation strategies. Preferred Qualifications: At least 3 years of progressively responsible experience in higher education, New York State construction practices, and/or sustainability initiatives. Master's degree from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization. Typical office environment with periodic travel to various campus locations, including visits to active construction or renovation sites. The role requires interaction across a wide range of indoor and outdoor environments and may involve exposure to varying environmental conditions, including weather, noise, and construction-related factors. This position requires the ability to respond to emergency situations on-site and after hours. Ability to move throughout the facility and access mechanical spaces, rooftops, ladders, and stairways as necessary. Ability to bend, stoop, lift, and carry equipment up to 50 lbs. or materials as needed. Ability to safely perform the essential functions of the position with or without reasonable accommodation.
