Maintenance Supervisor - Energy

The Energy & Controls Manager reports to the Director of Maintenance. The Energy & Controls Manager will plan, implement, and coordinate energy management programs to ensure a comprehensive energy efficient district operation. Proper consideration shall be given to environmental and safety issues. The Energy & Controls Manager will be responsible for the implementation, operation and enforcement of the program and evaluate energy rates and utility provider proposals to obtain the most reliable and cost-effective energy sources available to the district.

Qualifications

Education and Certification Requirements

• Bachelor's degree preferred
• Certification in facility planning, facility management, energy management, environmental management or willing to obtain within two years of employment. Certifications include but are not limited to FM, FMC, FMP, SFP, CFM, CFMJ, CPE, CPS, CPMM, LEED AP, CHPS, PAC, PMFP, SMC, HP
• Accredited Texas Energy Management certificate or be willing to obtain one within nine months of employment
• Valid Texas Driver's License
• Candidate must have a satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

Experience

• Minimum of three (3) years of experience in energy management, energy controls, facilities management, construction, building maintenance, or a closely related field.

Major Responsibilities and Duties:

• Set up and implement the Energy Management Plan.
• Provides direct supervision of Energy Management, HVAC, and Climate Controls staff.
• Oversees energy audits.
• Identifies sources of financing for energy projects.
• Assists the Facilities, Purchasing and Maintenance departments in the implementation of recommendations.
• Leads community awareness and partnership projects/ programs to support energy management within JISD.
• Serve as chairperson of the Energy Committee.
• Routinely reviews efficiency improvements within pertinent industries and recommends new, more efficient equipment, systems and operating techniques.
• Develops and promotes educational energy awareness programs.
• Establishes and implements individual facility or campus goals for energy savings.
• Develops a method to determine actual annual savings adjusted for occupancy totals, hours of operation, severe weather variances and other factors, which may affect the savings for each campus.
• Establishes and maintains a system for recording and reporting energy consumption, power demands, and costs for the district as a whole, and for each individual campus, on a monthly and annual basis.
• Serves as the district's coordinator for negotiation with utility suppliers.
• Works with the Director of Maintenance to implement and ensure the continued success of a Preventive Maintenance program for each major category of energy-consuming equipment within the district.
• Coordinates with the Director of Maintenance to implement the initial Master Plan for Energy Consuming Equipment.
• Assists the Facilities Planning department in development and updating of specifications for standardized future purchases of energy efficient equipment.
• Prepares an annual budget for the continued operation of the energy management and HVAC areas of the Maintenance Department.
• Provides energy-related communications and information to district staff and students, making significant contributions to the district's energy conservation effort.
• Communicates with campus principals, office personnel and teaching staff to determine the impact of conservation efforts on occupant comfort and learning environment.
• Ensures compliance with District directives and Maintenance policies and procedures by all subordinate personnel assigned.
• Authorizes purchase orders needed for the completion of a work order or special projects.
• Organizes crews and recommends methods of repair for special projects.
• Assists school administrators in solving maintenance problems on their campus
• Reviews applications and makes recommendations to the Director for the replacement of HVAC Maintenance personnel.
• Complies with District directives and Maintenance policies and safety procedure
• Responsible for the operation of all district controls relating to the mechanical operations of the district.
• Maintains and operates all district wide energy management systems to ensure optimum building comfort and energy efficiency.
• Install, test and repair energy controls systems and other electronic components.
• Perform emergency field work and in-house projects on a regular basis.
• Receive service calls and perform immediate diagnostics through control systems to determine and assist with field repairs.
• Assists the Director in obtaining all permits and documents pertaining to inspections when required by civil communities.
• Coordinates and inspects contract work as required for new installations and repairs on equipment.
• Orders materials and parts as required for maintaining HVAC and refrigeration equipment.
• Performs other duties as assigned.
• Ensures compliance with the Texas Educator's Code of Ethics.
• Daily attendance and punctuality at work are essential functions of the job.

Supervisory Responsibilities:

Supervises and evaluates performance of assigned HVAC and Energy Management staff.

Equipment Used:

• Office equipment personal computer, printer, calculator, multi-line telephone, software programs and peripherals, copier, fax, and other equipment applicable to position.
• Communication equipment radio communication equipment, cellular telephone
• Video monitoring equipment
• Shop equipment and tools: Voltage meter, small hand tools (screwdrivers, wrenches, hammers, sockets, pliers, crimpers, wire-cutters, etc.) power tools (saw, drill, sander, etc.)
• Truck lift gate and wench.

Environmental Factors:

• Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination, vibration
• Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.)
• Work outside, work around moving objects or vehicles, work on uneven surfaces, work alone, work prolonged or irregular hours.
