CORRECTIONAL OFFICER LIEUTENANT Environmental Compliance and Safety Officer (ESCO)

Overview The Environmental Compliance and Safety Officer is assigned at major facilities within the Department of Public Safety and Correctional Services, including all Division of Correction facilities, Patuxent Institution, and Central Booking and Intake Facility. This position is responsible for administering an environmental, health and safety program for each facility, following standards and guidelines from OSHA, MOSH, EPA, MDE, and related agencies. This is a day shift position, Monday through Friday, focusing on the implementation and administration of a comprehensive Environmental and Safety Program. Responsibilities Assist in the planning, development, implementation and administration of an environmental, health and safety program in the institution through written guidance and training, ensuring compliance with applicable regulations (e.g., US EPA, MDE, NFPA, MOSH, MD Commission on Correctional Standards, ACA). Regularly resolve routine problems, develop and implement corrective action plans, and manage environmental incident notifications and documentation (e.g., spills/overflows). Inspect facility areas (housing, maintenance, food services, laundry, vo-tech and related support areas) to ensure regulatory compliance; investigate work-related injuries/incidents and develop corrective actions; maintain records for history and review. Provide safety training to employees and inmates to ensure understanding and compliance; attend training/seminars to maintain knowledge of environmental, safety and health standards; coordinate Facility Based Risk Management Meetings. Coordinate and schedule facility inspections and audits with management; conduct meetings to determine inspection results and areas of non-compliance; escort agency representatives during compliance inspections and assist in developing corrective actions as needed. Minimum Qualifications Education: High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation. Experience: Two years of experience leading the work of Correctional Officers in the custody and security of adult inmates or in performing advanced work as a Correctional K-9 Officer or Correctional Internal Security Officer. Notes The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209. Candidates may substitute additional education at an accredited college or university, at the rate of sixty credit hours for one year of required experience, provided that a minimum of 15 credit hours are in criminal justice or related social sciences. Candidates may substitute equivalent State experience in other classifications within the correctional field involving daily contact with inmates for the required experience. Qualifying experience must be in a classification with salary comparable to that of Correctional Officer Sergeant. Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field for the required experience (year-for-year). Desired or Preferred Qualifications One year or more of experience in environmental compliance, fire and safety, sanitation, or auditing. Limitations on Selection This position is limited to current Department of Public Safety & Correctional Services employees who hold the requirements for this classification and are currently on the eligibility list. Licenses, Registrations and Certifications Employees in this classification may be assigned duties requiring operation of a motor vehicle; a Maryland motor vehicle operator's license is required. May be required to operate large vans for transportation of inmates; a Class C Maryland driver's license may be required. Special Requirements Meet the selection standards required and complete the training prescribed by the Maryland Correctional Training Commission during probationary period (Correctional Services Article, Section 8-209). Selection standards are detailed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01. U.S. Citizenship or Resident Alien status. Must be at least 21 years of age. Complete background investigation and oral interview; pass physical examination. Employees hired or reinstated on or after July 1, 2016 must complete Entrance Level Firearms Training and demonstrate proficiency in firearms use and care periodically.
