Job Description

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles.

The TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city’s identity, TLC is entering a new era of dignity, accountability, and collaboration across the for hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

About the Role
According to the TLC Driver Feedback Survey, 40% of drivers do not believe they are treated fairly by app companies, bases, or fleets. As the regulator of the largest taxi and for-hire transportation system in the United States, the TLC is strengthening oversight of the businesses that impact drivers’ ability to work, monitoring economic stability, and promoting a fair and sustainable transportation system that recognizes drivers’ essential role in keeping New York City moving.

The TLC is seeking an Executive Director to build the newly-created Industry Accountability unit to research and analyze industry and market trends across the taxi and for-hire vehicle sectors. In addition, the new unit will conduct investigations and study driver complaints to identify emerging issues and areas where TLC should focus its regulatory, enforcement, and policy efforts to strengthen worker protections and promote driver dignity.

Reporting to the Assistant Commissioner of Program Planning and Management, the Executive Director must be a highly-motivated problem solver who is comfortable working in a dynamic environment. The position will require engaging directly with a range of stakeholders including drivers, fleet operators, and other industry-related businesses as well as financial entities such as Community Development Financial Institutions (CDFIs).

This may be a role for you if you have experience implementing policy and see possibility in ambiguity. Candidates with experience in consumer and worker protection, commercial banking oversight, and/or business law are strongly encouraged to apply.

Duties and Responsibilities:
- Build, manage, and develop a multidisciplinary Industry Accountability team with expertise in finance and market analysis, regulatory compliance, oversight structures, investigations, data analysis, and policy analysis.
- Manage public private partnership initiatives (such as MRP) and engage traditional lenders, CDFIs, or similar entities to meet agency goals and objectives.
- Direct audits, data reviews, and investigations of industry practices across taxi, high-volume for-hire vehicle companies (Uber and Lyft), traditional for-hire vehicle bases, and other TLC-regulated businesses to identify trends that may adversely affect drivers’ earnings, working conditions, access to trips, or ability to participate fairly in the industry.
- Consult and partner with internal cross-functional teams and external industry experts to achieve unit objectives and goals.
- Translate investigative and analytical findings into action by recommending enforcement, rulemaking, policy changes, reporting requirements, or other regulatory interventions necessary to address harmful practices and strengthen protections for drivers.
- Conduct quantitative and qualitative research using various data sources, driver complaints, enforcement information, and other sources to identify emerging patterns, discriminatory practices, or changes in corporate behavior that warrant further review or intervention.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.
