Job Summary We are hiring a Community Based Care Compliance Specialist (Compliance Specialist 2) to join our Licensing Complaint Unit (LCU) team. This position will investigate non‑abuse complaints in community‑based facility settings through interviews, observation, and record reviews, to gather facts and determine compliance with Oregon Administrative Rules. The position is primarily based in Medford, Oregon but will require travel to Josephine, Jackson and Klamath Counties and other long‑term community‑based facilities. Responsibilities Conduct comprehensive investigations of licensing complaints through interviews with providers, residents, staff, and others. Communicate regularly with agency staff, other state and local government agencies, private agencies, and the public to provide or request information. Apply complex regulations, rules, laws, and guidelines pertaining to Assisted Living, Residential Care, and Memory Care Facilities. Explain policy and procedure verbally and in writing regarding program and rule requirements. Review and analyze data to identify trends, problems, and areas of non‑compliance with Oregon Administrative Rules. Perform observation and record reviews to determine facilities’ compliance. Mandatorily report suspected abuse of an elder, child, or individual with developmental/intellectual disabilities to the appropriate hotline or screener. Coordinate with Local Aging and People with Disabilities (APD) and Area Agency on Aging when abuse or neglect may arise. Conduct periodic monitoring and compliance site visits to evaluate and explain policies or procedures, and follow up on plans of correction. Minimum Qualifications A valid driver’s license and acceptable driving record. Four years of administrative research experience, including compiling and evaluating facts to recommend management action or determine compliance with program guidelines and regulations; at least two of those years above the technical support level. College‑level coursework may substitute for experience on the basis of 45‑quarter units per year, up to a maximum of three years. Essential Attributes Experience in investigation and critical thinking to identify compliance or non‑compliance. Experience applying statutes and facility regulations to investigative situations and determining findings. Experience writing investigative reports, including summary of evidence, witness statements, conclusions, and recommended action. Demonstrated ability to work with diverse backgrounds and inter‑cultural competence. Strong communication skills, both oral and written, to explain complex decisions, rules, policies, and procedures. Working Conditions Hybrid work option available; will work in multiple counties with travel to long‑term community‑based facilities. Required to travel frequently, sometimes overnight, for variable lengths of time. Work schedule 8:00 a.m.–5:00 p.m. with flexibility for work needs. Physical requirements include lifting and carrying up to 20 lb., standing, sitting, and moving throughout facilities. Regular use of telephone and computer. May work outside in inclement weather and in potentially traumatic or emotionally charged situations. May be exposed to contagious diseases. Background Checks and Requirements Criminal history and background check will be conducted for finalists; adverse history may lead to disqualification. Background check requirements include US Department of Homeland Security I‑9 form and E‑Verify; no visa sponsorship available. Benefits Employee Resource Group communities.
