Supervisory Recreation Specialist (Liberty Coordinator)

Summary This position is located in the Community Recreation Division of the Morale, Welfare and Recreation (MWR) Department, within Commander, Navy Installations Command (CNIC). The role manages and administers a comprehensive, year‑round recreation program, oversees various recreation facilities, and plans, promotes, and implements a variety of MWR and Community Recreation programs and activities in support of base‑wide special events. Duties Perform supervisory duties, including assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving leave requests, initiating corrective actions, and recommending formal disciplinary actions as warranted. Supervise federal civil service employees and other personnel across various classifications. Authorize personnel action requests and ensure proper timekeeping documentation. Ensure interviews and selections for new hires follow established hiring practices. Provide outdoor field experiences related to skill training through day and weekend trips. Lead the day‑to‑day operation of multiple programs, assist with staffing, training, and scheduling. Program Management Use creativity to plan, promote, and implement well‑rounded Community Recreation programs utilizing facilities within the MWR Department per CNIC approved standards. Coordinate leisure skills development activities and classes. Organize community special events such as comedy shows, holiday events, celebrity appearances, concerts, 4th of July Festival, and Winterfest. Serve as liaison for MWR related activities with Training Support Center (TSC), Fleet & Family Readiness Departments (N9), and other tenant commands, including unit allocation events. Develop, manage, maintain, and execute the business plan for a diverse Community Recreation program. Marketing Solicit and negotiate partnerships on behalf of the MWR Department, developing working partnerships with on‑ and off‑base organizations. Develop contacts, create professional proposals, and execute agreements with follow‑ups. Plan, coordinate, publicize, market, and execute programs and special events within the Community Recreation program. Administration Perform administrative duties and support through after‑action reports, data collection, and database administration using software that tracks patron usage and responses. Solicit input from activity managers regarding internal short/long‑range goals, business plan objectives, and program standards. Monitor programs to ensure standards are met or exceeded. Review and evaluate ongoing programs, providing guidance to adapt or improve program effectiveness. Assist with writing standard operating procedures. Analyze projected projects and programs, considering budget, staffing, planning, trends, and mission changes. Provide onsite project oversight and ensure approved plans are implemented, notifying leadership of any issues or concerns. Use metrics and financial data to make recommendations for program modifications. Ensure all facilities and activities meet fire, safety, security, and sanitation guidelines. Maintain adequate stock levels, manage equipment, and collect applicable fees using the POS computer system. Inspect returned equipment for damage and recommend replacements when required. Complete a Daily Activity Report (DAR) to ensure accountability for sales transactions. Perform inventory of equipment, retail items, supplies, and other items with cash value. Promote customer service awareness and requisition merchandise. Transport patrons off‑base to local attractions for trips, tours, and outings. Perform other duties as assigned. Requirements – Conditions of Employment Must pass all applicable records and background checks. Must successfully pass the E‑Verify employment verification check; discrepancies must be resolved as a condition of employment. Starting May 7, 2025, non‑affiliated individuals requiring access must present a REAL ID‑compliant driver’s license or another acceptable form of identification. Qualifications Qualified candidates must possess: Knowledge gained through relevant education and training (e.g., Bachelor’s Degree in Recreation, Marketing, Business, or a closely related field) and/or equivalent recreation‑related work experience. Experience in customer service and activity‑based functions. Ability to work independently, make sound decisions, and effectively communicate orally and in writing. Knowledge of recreational programs and the principles and methods of organizing, planning, and conducting activities. Knowledge of the scope of activities suitable for the Community Recreation Program across demographics, ages, and interests. Ability to create, negotiate, implement, and sustain partnerships through MWR agreements. Skilled in maintaining accurate databases. Ability to represent the department and speak before groups of various sizes. Program planning and leadership skills to devise and implement leisure and social recreation programs that engage participants and promote social values. Excellent oral and written communication skills. Education This position does not have a positive education requirement. Additional Information Salary is dependent on experience and/or education.
