Vice President, Workforce Innovation and Economic Advancement – De Anza Foothill-De Anza Community College District Salary: $15,715.16 – $22,852.92 monthly Job Type: Full Time – Administrator Job Number: 25-114 Location: De Anza College, CA Department: Workforce Closing: Continuous Bargaining Unit: AMA Position Purpose Reporting to the President, the Vice President of Workforce Innovation and Economic Advancement leads development and operation of workforce and community education programs, implements new career technical education programs, and ensures viability of career and vocational offerings. The role builds bridges between the college, faculty, staff, and business community, fostering regional economic development and advancing the college’s business presence. In addition, the Vice President develops, implements, and coordinates a vision of customized training and programs to meet workforce needs across the region, innovating new programs based on labor market demands and emerging priority sectors. Key Duties and Responsibilities Serves as the Chief Workforce Development Officer of the college and an advisor to the President. Provides strategic vision, policy analysis, and organizational support to develop and enhance workforce development and career technical education programs. Provides leadership, vision, and direction while working collaboratively with constituencies to enhance workforce and career technical education programming, develop new credit, non‑credit, and competency‑based education offerings, redirect existing programs to meet workforce needs, and provide professional development for faculty and staff. Develops plans for personnel, facilities, and equipment needs, initiating long‑range planning through the college’s master plans and strategic plans. Initiates, researches, and collaboratively develops strategies, workplans, and fiscal accountability for the college’s budgets, including Perkins, Strong Workforce Program, California Adult Education Program, Community Education Program, and Employment Training Panel plans. Supervises administrators, staff, and faculty to create and maintain a positive working and learning environment. Collaborates with senior leadership to integrate instruction, student services, and operations to support stakeholders across workforce innovation and economic advancement programs. Supports economic development through collaborations with local, regional, and state organizations and partners. Supervises, oversees, and provides strategic direction for community education programs and off‑site workforce facilities. Develops, coordinates, and implements the annual Workforce Innovation and Economic Advancement Program Review. Based on program review, develops enrollment goals and allocates resources to achieve them. Collaborates with Instruction to establish Business and Industry Leadership Teams, host advisory board meetings, and provide marketing strategies for dual enrollment, adult education, continuing education, and other programs. Ensures compliance with Education Code, government code, state regulations, accreditation standards, board policies, and administrative procedures. Provides leadership in developing policies and procedures for educational programming across the college and district. Works cooperatively to develop partnerships with economic development and workforce training agencies, businesses, government, and community organizations. Leads administrative oversight of apprenticeship and pre‑apprenticeship programs, ensuring regulatory compliance and faculty support. Provides leadership in the development and operation of a career services center and internship program, offering job‑search tools and experiential learning opportunities. Participates in shared‑governance committees, task groups, and councils. Guides assessment of current programming to strengthen content, employer engagement, and community connections. Inspires faculty, administrators, and staff to maintain a positive learning environment committed to diversity, equity, inclusion, accessibility, antiracism, and belonging. Ensures timely and accurate preparation and submission of reports, budgets, proposals, and planning documents. Provides problem solving, planning, and communication regarding college goals and policy changes. Participates in the selection of administrators, faculty, and staff while ensuring supervision and evaluation. Supports compliance with the District’s Equal Employment Opportunity Plan in all aspects of employment. Assures compliance with the District’s Injury and Illness Prevention Program by providing training, maintaining safety, and investigating incidents. Performs other duties as assigned by the President. Employment Standards – Knowledge Extensive knowledge of workforce development issues at the regional, state, and national levels. Considerable knowledge of job market trends, educational and training needs, and best practices in workforce and economic development for community colleges. Demonstrated ability to collaborate, think strategically, and innovate in building and leading teams. Knowledge of applicable laws, guidelines, regulations, and contracts such as Education Code, Title 5, board policies, administrative procedures, OSHA, federal and state labor laws, and ADA compliance. Understanding of principles of employment, supervision, and evaluation of faculty, staff, and administrators. Knowledge of the collective bargaining agreements in the California community college system. Experience with shared governance, team building, and collaborative decision‑making within and across organizational lines. Familiarity with district board policies and administrative procedures. Program review, administrative unit outcomes, and student learning outcomes assessment for the division. Proficiency with technology and commonly used software. Employment Standards – Skills and Abilities Track record of engaging key strategic external partners for collaborative initiatives. Ability to lead teams toward successful collaboration in workforce training development. Effective communication skills, both oral and written, and listening skills. Interpersonal skills, attention to detail, and ability to lead, manage, and motivate faculty and staff. Innovative problem‑solving and application of rules, regulations, policies, and procedures. Represent and promote the interests of the division. Implement shared governance, team building, and collaborative decision‑making processes. Education and Experience Understanding of, sensitivity to, and respect for the diverse backgrounds, disabilities, and orientations of community college students, faculty, and staff. Master’s degree in a related field. One year of administrative experience, formal training, internship, or leadership in a related field. One year of direct administrative experience in planning, implementing, and evaluating student‑support programs and services; hiring, supervising, developing, and evaluating faculty and staff; managing and administrating complex budgets; and serving as an active supporter of diversity. Preferred Qualifications Progressive experience in developing effective workforce training and development programs. Demonstrated experience in promoting workforce development programs to the community. Excellent interpersonal skills and a personal commitment to equity. Experience with development and implementation of career programs. Experience with college or industry workforce planning. Coursework or training in cultural competency. Experience in implementing data‑driven educational best practices. Experience in enrollment management and productivity measurement. Experience monitoring budgets and grants. Experience working with the California Education Code, Title 5 regulations, and collective bargaining. Physical Abilities – Working Conditions Typical office environment. Hearing and speaking to exchange information in person and on the telephone. Dexterity to operate a computer keyboard. Vision sufficient to read various materials.
